Deputies of the Jiangsu delegation attending the first session of the 13th NPC held a sub-group deliberation to examine the Report on the Work of the Government delivered by Premier Li Keqiang.
During the deliberation, the deputies took the floor to express their consensus that the historic achievements and historic changes made by the country in the past five years have resulted from the strong leadership of the CPC Central Committee with Comrade Xi Jinping as the core and the scientific guidance of the Xi Jinping Thought on socialism with Chinese characteristics for a new era.
Premier Li Keqiang's report on the work of the government is the full implementation of the Xi Jinping Thought on socialism with Chinese characteristics for a new era and the spirit of the 19th CPC National Congress, the deputies said.
Li Xueyong, ex-governor of Jiangsu, said that he is in favor of the government work report which is guided by the Xi Jinping Thought on socialism with Chinese characteristics for a new era and fully implements the spirit of the 19th CPC National Congress.
According to Li, to lead a new journey with new ideas and do a good job in the future, we must consistently implement the new development concept, grasp the requirements of high-quality development, promote innovation as the primary driving force, coordinate the endogenous characteristics, adopt the green development as a universal form, give prominence to the key points, strengths and weaknesses, make up for shortcomings, make efforts to forestall and resolve major risks as well as push targeted poverty alleviation and pollution control as to strive for higher quality, more effective, more fair and more sustainable development.
Jiang Zhuoqing, an NPC deputy, said the government work report fully demonstrated that under the guidance of the Xi Jinping Thought on socialism with Chinese characteristics for a new era since the 18th CPC National Congress, China has carved out of a path of steady progress and high-speed development toward high-quality development with outstanding achievements and encouragement.
The report highlighted the concept of development centered on the people and the list of packages to guarantee and improve people's livelihood have won people's support, he said, adding that supply-side structural reforms lead the development in that the supply of the system has played an important role and the report proposed that government work should ultimately be judged by the people, which is a major change in the concept of governing.
Wang Like, an NPC deputy, said the report has implemented the deployment of the 19th CPC National Congress, highlighted the requirements for high quality development, insisted on guiding the people's livelihood, and carried forward the principle of relying on solid workmanship.
According to Wang Like, to create common governance and sharing of social governance pattern, we should focus on "three innovations".The first thing is to promote the idea of innovation by adhering to the principle of the party and government and social co-governance for the promotion of the "rule by law" and "rule of virtue," management and service, and giving full play to combining traditional advantages with the use of modern science and technology. The second thing is to promote institutional innovation. The third thing is to promote innovative methods and means.
Chen Zhenning, Wu Xiangdong and Jiang Yuxia suggested that in the next five years or even longer, we should unswervingly deepen the supply-side structural reforms and strengthen the building of national innovation capabilities so as to make every effort to achieve the three crucial battles and strive to achieve visible and tangible results.
Xia Daohu and Wang Yifang proposed to further improve the system of property rights protection and create a sound legal environment for innovation and entrepreneurship, adding that we should further strengthen the investment in R & D of science and technology, lean toward the fields of basic scientific research and reserve new momentum for future development.
Du Xiaogang, Yin Yong, Xu Yiping and Wang Weifeng put forward suggestions on enhancing the scientific approaches and precision of pollution prevention and control, increasing investment in environmental protection research, establishing a highly efficient and stable transport development fund and promoting rural highway construction.
