A series of policies and measures are expected to reduce the logistics cost of enterprises in the province by over 3 billion yuan, according to a news conference held by the provincial government on the interpretation of the "Opinions on the Implementation of Further Decreasing Logistics Efficiency and Promoting Real Economic Development" which was promulgated recently.
The Opinions put forward 34 policies and measures such as deepening the reform of delegating power, streamlining administration and optimizing government services and pushing forward the tax reduction and payment.
In view of the key areas and weak links restricting the logistics cost reduction in the province, the Opinions proposed to lower the fees and charges for waterway transport, promote the construction of the Lianyungang-Horgos New Asia-Europe maritime transport corridor, and promote the application of innovation in the manufacturing supply chain.
Tolls will be waived for the EU-Class goods into and out of Lianyungang, Nanjing, Suzhou, Xuzhou and other places of the main railway loading points and the collection point of highway container transport, according to the Opinions, which will help reduce the cost of transportation by 400 million yuan a year.
In terms of cutting tax and fees, the cancellation of mandatory test for the second-class maintenance of vehicles can also reduce the cost of business by about 1 billion yuan a year.
In addition, in order to strengthen the weakness, the "Opinions" also put forward the development priorities and tasks for logistics channels, logistics hubs, smart logistics, and urban-rural distribution.
Jiangsu is a major logistics powerhouse in the country. In 2017, the province's total volume of logistics reached 27.9 trillion yuan, an increase of 13.7% over the same period of last year, an increase of 7.2 percentage points over the previous year and accounting for about 11% of the national total. The province's ratio of total logistics costs and GDP stood at 14.1%, 0.5 percentage points lower than the national logistics costs, indicating a downward trend year by year.
