On February 4, 2018, China released a package of policies in the "No. 1 Central Document," which calls for greater-than-ever attention to rural vitalization, put forward by President Xi Jinping at the 19th National Congress of the Communist Party of China in October last year. As the first province in the country to give full play to the role of agricultural talents at the grassroots level, Jiangsu has embarked on a new journey to boost its agricultural development through the use of the talent pool.
In Jiangsu Jiangnan Biotechnology Co., Ltd., a row of industrial plants are connected by steel pipes. Jiang Jianxin and his R&D team are busy analyzing the latest growth data of straw mushroom which traditionally grows in the country’s southern areas and therefore has a high requirement for climate and soil. When Jiang Jianxin introduced the straw mushroom to Danyang more than 20 years ago, it was a total failure due to temperature. In 2010, under the coordination of the local organization department and the science and technology bureau, Jiang Jianxin traveled northward to recruit talent.
The hard work pays off. As a farmer, Jiang Jianxin successfully achieved the annual planting of straw mushroom by independently researching and developing the key technology for annual efficient cultivation of high quality straw mushroom and industrial application and won the second prize of 2014 national scientific and technological progress award.
Today, Jiang Jianxin has built 5 intelligent production lines, more than 150 intelligent control refrigeration production workshops by recruiting a group of young talents to take root in the native land and lead 60% of the villagers to get rich by planting straw mushrooms.
Local talent is an important force to revitalize the countryside. In the 486 clustering areas for intangible heritages in Yangzhou, more than 70 local talents such as jade carvings and lacquer wares were brought together to boost local people's employment and entrepreneurship.
In Donghai County, a large number of young people returned home to start their own businesses and used “webcasts” to increase the sales of their crystal products through online stores, generating an annual transaction volume of over 10 billion yuan.
In Dingshu Town of Yixing, a professional cooperative organization, the Zisha Production and Operation Household was established with about 40,000 people engaged in the production of purple sand ceramics, generating an average annual income of more than 200,000 yuan.
At present, Jiangsu registers more than one million arts and crafts practitioners with the scale of the industry exceeding one hundred billion yuan. The province has also set up a local talents traditional skills competition and established a green channel for the evaluation of local talent titles. At the beginning of this year, Jiangsu took the lead in the selection of local craftsmen and experts in a bid to give full play to innovation and entrepreneurship through funding support from the government.
