Guided by the requirements of the General Secretary, Jiangsu has comprehensively deepened the innovation of science and technology system and mechanism, focused on new research and development institutions, revitalized innovation resources, accelerated the transformation of achievements, and supported the continuous updating of industrial technologies.
The University of Cambridge-Nanjing Science and Technology Innovation Center has been inaugurated in the Jiangbei New Area recently. This is the only scientific and technological innovation center that Cambridge University has founded since its inception 800 years ago. The center will cultivate a group of new research and development institutions to incubate and guide innovative hi-tech companies to land in Nanjing.
The new R&D institution is an important starting point for Nanjing to create a famous city of innovation, and is also the key word for Jiangsu's new round of scientific and technological system reform. As a major province of science and education, Jiangsu has failed to gain the upper hand in the efficiency of transforming Jiangsu's innovation resources into productivity. The new R&D institutions have helped to break the boundaries of identity, established market-based operating mechanisms, and gave scientific research teams maximum revenue rights.
In order to implement the innovation of science and technology system in the creation of new types of R&D institutions, Jiangsu has pioneered and tested the integration of production, education, and research. Since 2014, the Jiangsu Provincial Institute of Industrial Technology has been the experimental field for the reform of the science and technology system. Through a new model of two systems and project managers, 38 new research institutes have been established throughout the province. After more than four years of incubation, many dormant scientific and technological resources began to be reawakened.
For example, the Institute of Membrane Science and Technology has operated a dual-track operation mechanism and a corporatized operating mechanism since its membership with the Provincial Institute of Production and Technology. The former is responsible for the output of the basic original output, while the latter is responsible for the secondary development and transfer and transformation. The results of the professors can be passed onto the companies which will in turn recruit professionals for industrial operations. At present, more than 30 "membrane companies" have been incubated with the economic benefits amounting to nearly 10 billion yuan.
The various types of new R&D institutions, mainly from domestic and foreign well-known colleges and universities, well-known scientists, and overseas high-level talent teams, have flourished in Jiangsu and the total number has reached more than 300, playing an important role in supporting the province’s high-quality development.
