The Ministry of Ecology and Environment and other ministries and commissions jointly issued the "Action Plan for Comprehensive Management of Air Pollution in the Autumn and Winter of 2018-2019 in the Yangtze River Delta Region". The plan has clarified the main targets of air pollution prevention and control in the Yangtze River Delta this autumn and winter and laid out specific tasks for Jiangsu.
According to the requirements of the plan, during the autumn and winter this year, the average concentration of PM2.5 in the Yangtze River Delta region should be decreased by about 3% year on year, and the number of severe and above pollution days decreased by about 3% year on year.
In order to ensure the successful completion of this major goal, the Yangtze River Delta region will comprehensively promote the adjustment and optimization of industrial structure, energy structure, transportation structure and land structure.
It is stipulated that before the end of December 2018, Jiangsu will have reduced crude steel production capacity by 800,000 tons, cement clinker production capacity of 1.8 million tons, and flat glass production capacity of 6.6 million weight boxes, completed the relocation and reconstruction projects of 67 heavily polluting enterprises and the regulation of volatile organic matters of more than 5,000 enterprises.
The plan also requires the province to vigorously promote new energy vehicles on the basis of strict investigation of excessive emissions of motor vehicles. While strengthening dust management and strictly controlling open burning of straw, the province will strengthen joint prevention and control of regional air pollution.
