Water environment protection in coastal waters is an important part of Jiangsu's ecological civilization construction. Relevant reports show declining water quality in the coastal areas of the province in 2017.
By attaching great importance to these problems, the Standing Committee of the Provincial People's Congress sent inspection teams to the coastal areas of Nantong, Yancheng and Lianyungang for unannounced visits.
During the unannounced visit, the inspection teams of the Provincial People's Congress made careful and detailed supervisions to uncover the irregularities such as the ineffective treatment of livestock and poultry and aquaculture in the coastal areas, the serious pollution caused by township enterprises and the insufficient law enforcement at the grassroots level.
The results of the inspection were reported to the local people's congresses and governments of the local cities and counties, which made rapid rectification and achieved results.
The provincial legislature has also effectively fulfilled the responsibility of ecological environmental protection given by the law and continued to strengthen the supervision over ecological progress. The Fifth Session of the Standing Committee of the 13th Provincial People's Congress deliberated and adopted the "Resolution on Focusing on Environmental Issues and Promoting the Battle against Pollution Prevention and Control according to Law", urging the provincial government to list the province's outstanding environmental issues from 2018 to 2020 by the end of 2018. The list has a total of 95 outstanding environmental issues, involving ecological protection, water pollution, air pollution, solid waste pollution, etc.
The Provincial People's Congress also actively guides the people's congresses of various cities and counties to review the list of outstanding environmental problems in the region, shore up the pollution prevention and control efforts of the whole province, and practice the political responsibility of the provincial people's congress to promote the battle against pollution.
Over the past year the Standing Committee of the 13th Provincial People's Congress has fully played the role of the deputies, proposed a model for innovative proposals, and provided suggestions for the construction of beautiful Jiangsu. At the same time, it has introduced an annual environmental reporting system to integrate environmental supervision into normalized supervision channels.
The report to the Eighteenth National Congress of the Communist Party of China gave strong emphasis to the development of an ecological civilization, incorporating it into the overall plan for advancing socialism with Chinese characteristics. Representing another major theoretical innovation of the CPC and the deepening of its initiatives in practice, this move has important implications for the present as well as far-reaching historical significance.
