A batch of new laws and regulations affecting people’s life came into force on February 1st. Let’s take a close look.
Regulations on Maintenance of the Authority of Public Security Organs in Law Enforcement, the first of its kind in China, became effective on February 1st.
The regulations specify that the authority of the police should be guaranteed in violent attacks like being hit, rolled, dragged, or smashed by vehicles or being obstructed or crushed by people. Being detained, bitten or pulled should also be protected.
The regulations also require police should not be punished for their law enforcement behavior without due legal procedures.
Police are currently required to use law enforcement recording equipment on duty, a policy that started in July 2014.
The Supreme Court has issued judicial interpretations to strengthen the protection of the rights and interests of construction workers. It clearly stipulates that the people's court should add subcontractors or illegal contractors as the third party. The actual constructor has the right to file a subrogation lawsuit against the contractor. The contractor and the contractor agreeing to abandon or restrict the priority of compensation for construction projects shall not harm the interests of construction workers.
From February 1st, the "Financial Information Service Management Regulations" was officially implemented. Financial information service providers must not distribute false financial information, distort the six fiscal and monetary policies and financial management policies, and the offenders will be interviewed, publicized and condemn until being held responsible for criminal acts.
The Regulations on Public Security and Protection of Medical Institutions in Jiangsu Province will be implemented on February 1. The "Regulations" specifically pointed out that the person in charge of the enterprise providing security services for medical institutions is the joint responsible person for public security and security work. It also clearly stipulates the duties and tasks that security service enterprises should perform. The medical institution shall equip the security guards according to the standard of not less than 3% of the total number of medical staff on the job, or one person per 20 beds or the average daily outpatient volume of 3% so as to effectively improve the early warning and prevention capabilities of medical institutions.
