编者按：为庆祝新中国成立70周年，江苏国际频道联合我苏网、荔枝新闻特别策划《环球视野看江苏——Top Talk》高端系列访谈。12位来自全球各领域的企业高管、各国政府官员、驻沪总领事、行业专家、知名学者等，讲述他们眼中江苏乃至中国的喜人变化，畅谈全球与江苏的友好合作，展望江苏蓬勃发展的美好前景。

本期嘉宾：Eyal Propper 以色列驻沪总领事
以色列是全球重要的研发中心，被称为“中东硅谷”。近几年来，江苏同以色列的创新合作不断深入，硕果累累。2015年，中国以色列常州创新园在北京揭牌，这也是唯一一家由中以两国政府共建的以创新为主题的示范园区。挂牌4年来，创新园已集聚了超80家以色列企业。
《环球视野看江苏——TOP TALK》第三期，我们邀请到以色列驻沪总领事Eyal Propper（普若璞），谈一谈江苏同以色列在创新合作上的更多可能。

江苏是同以色列创新合作的先驱
“江苏是第一个与以色列建立研发合作项目的省份。”普若璞认为，江苏在这一点上是先驱。“我们和江苏的关系十分密切。研发合作是一方面；另一方面就是中国以色列常州创新园。”
"Jiangsu was the first province to establish R&D cooperation program with Israel." Eyal Propper believes that Jiangsu is a pioneer for other provinces to follow. "We have a very strong relation with Jiangsu. The R&D Cooperation is one example; and the second example is China-Israel Changzhou Innovation Park."
自揭牌以来，园区已集聚了80多家以色列企业，产业涉及医疗器械、新材料、农业、汽车零部件、食品营养强化剂、商务咨询、金融服务等领域。未来，园区将重点发展石墨烯新材料、医疗健康、互联网、高技术农业等新兴产业，通过5-10年的努力，尽快将中国以色列常州合作园建设成为与国际接轨的“中国创新型经济发展试验区”。
More than 80 Israeli enterprises have been settled in the park since its unveiling, covering medical devices, new materials, agriculture, auto parts, food fortifier, business consultation, financial services and other fields. In the future, the park will focus on the development of new materials like graphene, medical care, the Internet, high-tech agriculture and other emerging industries. The Park aims to become "China’s Experimental Zone for Innovative Economic Development" in 5-10 years.

以色列的创新能力全球闻名，在网络安全、人工智能、大数据、水处理、精细农业等多个领域具有核心竞争力。普若璞在采访中还提到了中国国家副主席王岐山去年10月在以色列参加的中以创新合作联委会第四次会议。“在访问期间，他签署了同以色列新的创新合作计划。”普若璞说。
Israel is internationally renowned for its innovative capabilities and core competencies in cyber-security, artificial intelligence, big data, water treatment, precision agriculture and etc. In the interview, Eyal Propper also referred to Chinese Vice President Wang Qishan’s visit to Israel last October. He participated the fourth meeting of China-Israel Joint Committee on Innovation Cooperation. "He signed the new program of innovation cooperation between Israel and China," Eyal Propper said.

普若璞所说的创新合作计划是指国家副主席王岐山在会议期间同以色列总理内塔尼亚胡共同签署的《中以创新合作行动计划（2018-2021）》。该计划明确将继续支持中以常州创新园建设，为以色列创新型企业进入中国市场提供便利。
The innovative cooperation program that Eyal Propper said refers to the China-Israel Action Plan for Innovation Cooperation (2018-2021) signed by Wang Qishan, Vice-President of China, and Prime Minister Netanyahu of Israel during the meeting. The plan clearly said that the two sides will continue to support the construction of Changzhou Innovation Park to facilitate Israeli innovative enterprises to enter the Chinese market.
江苏的外资环境给予以色列投资者极大信心
“江苏给以色列商人和研究人员提供了一个非常积极的环境。”普若璞说不久前他刚去了一趟镇江，看到了以色列哈姆雷特集团在扬中的投资项目稳步进展。他认为这是一个非常好的合作范例。
"Jiangsu, in the provincial level, gives a very positive environment for Israeli businessmen and researchers." Eyal Propper said that he had just been to Zhenjiang recently and had seen the steady progress in the investment project of Israel's HAM-LET company in Yangzhong City. He thought that was a very good example of cooperation.
“我们与南京、苏州、连云港、宿迁、泰州等许多城市都有很好的关系。”普若璞说，目前已经开通了从上海到以色列的直飞航班，这为江浙沪地区同以色列的合作提供了更优厚的条件。“我愿意与江苏一起，在科技、创新领域建立更多的合作。”普若璞说。
"We have very good relations with Nanjing, with Suzhou, with Lianyungang, with Suqian, with Taizhou, many different cities," Eyal Propper said that direct flights from Shanghai to Israel have been opened, which provides better conditions for the cooperation between Israel and the Yangtze River Delta."I’d like to walk together with Jiangsu to establish more cooperation, in science and technology, in innovation," he said.
在加强合作的同时，普若璞还希望江苏能给以色列的投资者在寻求合作伙伴方面提供相应的帮助。“对以色列的商人来说，当他们来到中国的时候，快速找到合作伙伴并不容易。”普若璞想要让以色列商人相信，在中国投资做生意会非常有保证。
While strengthening cooperation, Eyal Propper also hopes that Jiangsu can provide relevant assistance to Israeli investors in seeking partners. "It is not easy for Israeli businessmen to find partners quickly when they come to China," Mr. Propper wants Israeli businessmen to believe that investing in China would be worthwhile.
祝愿中以共同携手迈向新的70年
在谈到中以两国的关系时，普若璞提到：“1949年，中华人民共和国成立。今年，新中国将要迎来七十华诞。”同时，普若璞也说到，中国在改革开放40年里所取得的成就证明了中国的领导层富有远见。“我希望在今后70年里，以色列和中国之间能有更多的合作。”普若璞说。
When talking about the relations between China and Israel, Eyal Propper said: "In 1949, the People's Republic of China was founded. And China is celebrating this year the 70th anniversary." At the same time, he said that China's achievements over the past 40 years of Reform and Opening-Up attested to the vision of its leadership. "I would like to see more cooperation in the next 70 years between Israel and China," he said.
