  Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, stressed efforts to maintain strategic resolve in enhancing the building of an ecological civilization and to protect the provinces beautiful scenery. He made the remarks at a meeting of theoretical learning central group of the CPC Jiangsu Provincial Committee held Monday in Nanjing. Wu Zhenglong, deputy secretary of the provincial party committee and governor, attended the meeting.

  Huang Yi黄毅, former chief engineer of the State Administration of Work Safety, and Wu Shunze吴舜泽, director of the Center for Environmental and Economic Policy Research of the Ministry of Eco-Environment, elaborated on Xi Jinping’s ecological civilization thought and gave targeted and operational advice on work safety and eco-environmental work in Jiangsu.

  Lou Qinian said Xi Jinping's ecological civilization thought and his important discussion on production safety are an important part of Xi Jinping's socialism with Chinese characteristics in the new era, which has provided the fundamental follow-up and action guide for doing a good job in production safety and ecological protection.

  Lou stressed that to do a good job in production safety and eco-environmental protection, we must implement the responsibility system, adding that the competent authorities should do a good job in the implementation of various work deployments and supervision and inspection and enterprises should strengthen the main responsibility so that enterprises will strictly implement the statutory responsibility for production safety and ecological environmental protection through capital investment, technical support, basic management, and emergency rescue.

  The CPC Provincial chief noted that to promote production safety and eco-environmental protection, we must follow the rules and scientific governance, enhance the foresight, pertinence and effectiveness of the work plans, grasp the laws of economic development, and win the fight against pollution.

  He called on the province to profoundly grasp the laws of technological change, understand, learn and master the international frontier trends of production safety and environmental governance, and learn from advanced practices, and strive to control risks within a controllable range through modern scientific and technological means such as informatization and digitization.

  Lou Qinjian urged that it is important to grasp the law of industrial operation, strengthen the closed-loop management of the whole chain, integrate the upstream and downstream according to the industrial chain, adjust and optimize the industrial layout, systematically reconstruct the industrial form, and create a green, safe and modern high-end industrial chain.

  He pointed out that safety production and ecological protection are an inseparable entirety, so it is very important to plan and promote the system, highlight the overall advancement, coordinate the internal management and external supervision of products and processes so as to resolutely eliminate loopholes, blind spots and hidden dangers.

  Lou stressed that it is important to make better use of market-oriented and rule-of-law means so that enterprises and chemical parks that do not meet the safety production standards and do not have the conditions for rectification or are overdue in rectification will be closed.

  The CPC Provincial chief urged the province to resolutely oppose formalism and bureaucracy, and push Jiangsu's production safety and eco-environment work to a new level.

  China has focused on its ecological civilization drive over the past four years, both institutionally and practically.

  In 2017, the Central Leading Group for Deepening Overall Reform, headed by Xi, passed about 20 reforms to advance ecological progress.

  The series of guidelines cover compensation for environmental damage, law enforcement, green financing, national parks, river chiefs and setting ecological red lines to strengthen environmental protection and restrict industrial projects.

  Meanwhile, routine central and local environmental inspection campaigns have urged authorities and businesses not to lose momentum in pollution control.

  Rule of law is being strengthened via the 2015 revisions to the Environmental Protection Law, considered the strictest in history.

  Leading the world in new and renewable energy, China is undergoing a revolution in energy production and consumption, with plans to raise the ratio of non-fossil energy use in total consumption to about 14.3 percent this year, up from 13.3 percent last year, and to about 20 percent by 2030.
