State Council watchdog visits Jiangsu for production safety inspection

  The 16th inspection team of the State Council’s Work Safety Committee visited Jiangsu from May 5th to 16th to inspect work production safety. Lou Qinjian, secretary of the CPC Jiangsu provincial committee, and Wu Zhenglong, governor of Jiangsu, met with Zhang Enxi, deputy director of the National Coal Mine Safety Supervision Bureau, who is heading the inspection team.

  Lou Qinjian, Wu Zhenglong and Zhang Enxi said that it is necessary to conscientiously implement General Secretary Xi Jinping's important exposition on production safety and ensure the stable progress of Jiangsu's production safety and fire control.

  Lou Qinjian extended his warm welcome to the inspection team for its visit to Jiangsu. He said that the province will firmly establish the concept of safe development, further strengthen the bottomline thinking, consolidate the responsibility and systematic advancement, and pay close attention to the production safety and fire control.

  Zhang Enxi spoke highly of the efforts made by the CPC Jiangsu Provincial committee and the provincial government on enhancing production safety. He said the inspection team will make detailed inspection and careful analysis so as to get to the problems and help promote the province’s campaign for production safety.

  At a feedback meeting, the inspection team stated that Jiangsu has adhered to the policy-decisions of the central government and boosted the reform on the production safety with.

  The inspection team also warned that deficiencies exist in varied forms and various aspects in the province’s regulation over production safety.

  The team demanded that Jiangsu learn from the lessons of the deadly blast of the chemical plants in Xiangshui County on March 21, make further regulations on the management of hazardous chemical products, and improve the systems and mechanisms for production safety.

  Fan Jinlong, executive vice governor of Jiangsu, gave replies to the queries from the inspection team on behalf of the provincial party committee and the provincial government.

  China’s emergency management authorities have carried out a month-long special inspection in the fields of hazardous chemicals, mines and fire safety.

  Lessons should be learned from recent accidents, and the country must thoroughly analyze its production safety systems, and resolutely curb the occurrence of major accidents, according to a statement issued after a video-conference held by the office of the State Council production safety committee and the Ministry of Emergency Management on March 27.

  All localities and relevant departments should put the safety of dangerous chemicals in a more prominent position, and ensure that hidden dangers found by municipal and county regulatory agencies are properly rectified, the statement said.

  The ministry will also investigate and rectify potential hazards in coal mines, non-coal mines, fire control, road traffic, construction and other fields, and intensify law enforcement in the process, according to the statement.

  The conference came after a deadly explosion in a chemical factory in East China’s Jiangsu province killed 78 people as of the afternoon March 21.
