Li Zhanshu, member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the Standing Committee of the National People's Congress, went on an inspection tour from June 3rd to 6th to Jiangsu to check the province’s efforts on water pollution prevention and control.
The inspection team headed by Li Zhanshu checked the treatment of the polluted urban rivers in Nanjing and Yangzhou and carried out on-the-spot investigation of the elimination of the aquaculture purse seines in the eastern waters of Taihu Lake.
Li Zhanshu spoke highly of the progress made by authorities in Jiangsu in the prevention and control of water pollution.
He demanded that the river chiefs and lake chiefs should take good care of the protection of water quality and raise the awareness among the local people.
The inspection team also investigated the quality of the drinking water sources in the Yangtze River and that in the eastern flank of the country’s South-to-North Water Diversion Project.
He said that it is important to strictly observe the safety bottom line, improve the emergency plan, protect the water source, and ensure that clean water is diverted to north China.
The inspection team focused its investigation on water pollution prevention in industrial sectors, urban and rural areas and ship navigation.
Li Zhanshu asked in detail about the operation of pollution control equipment, pointing out that it is necessary to strengthen the construction of the sewage pipe network, continuously improve sewage collection and treatment and ensure that the discharge of pollutants meet the standards.
The country’s top legislator also inquired about the sewage treatment in the rural areas, requiring that sewage treatment facilities should be constructed according to local conditions, reduce agricultural non-point source pollution, and build beautiful countryside.
During the law enforcement inspection, the inspection team also visited the Provincial Department of Ecology and Environment to learn about the operation of the comprehensive pollution prevention and control platform, and exchanged views with the local people's congresses, the governments and relevant departments to understand the implementation of the law.
Li Zhanshu said that the law is the concentrated expression of the Party's ideas and the will of the people and also the biggest rule for governing the country.
It is important that the government leads green development and enterprises accelerate ecological transformation so that the public practices low-carbon life, and strengthens the rule of law awareness, ecological awareness, environmental awareness, and conservation awareness, forming a good atmosphere that advocates ecological civilization and protects the ecological environment.
Li Zhanshu hoped that Jiangsu will gain a good understanding of General Secretary Xi Jinping’s instructions on Jiangsu's work, actively explore the path of transformation and development in line with the provincial conditions, and accelerate the construction of new Jiangsu.
Lou Qinjian, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, and Wu Zhenglong, governor of Jiangsu, joined in the investigation.
