The democratic life meeting of the CPC Jiangsu Provincial Committee held Monday in Nanjing highlighted production safety in the wake of the investigation report by the State Council on the deadly blast in Xiangshui County in March this year. 78 lives were killed and more than 600 people were injured. Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, presided over the meeting.
The leading officials of the standing committee of the CPC Jiangsu Provincial Committee have made reflections and exchanged ideas on the lessons drawn from the deadly chemical plant blast in Xiangshui.
Before the democratic life meeting, they reached consensus on following the spirit of the 4th plenary session of the 19th CPC Central Committee and the important instructions made by General Secretary Xi Jinping on production safety and the investigation into the accident that claimed 78 people.
On behalf of the Standing Committee of the Provincial Party Committee, Lou Qinjian made a review and analysis of the weakness in production safety and made clear measures to be taken in the future.
He said that the direct cause of the explosion in the Xiangshui Chemical Plant was the spontaneous explosion of nitrification waste illegally stored in the old solid waste warehouse in Tianjiayi Company. However, at a deeper level, it is the result of the failure to effectively implement the main responsibility of enterprise production safety and the bitter fruit of formalism and bureaucracy.
He urged various departments and governments at all levels to make more efforts and enhance production safety by following the guidance of the Xi Jinping Thought on socialism with Chinese characteristics for the new era from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping as the core so as to improve people’s sense of security and live up to the expectations of the Party and the people.
The standing members put forward clear and specific measures for the implementation of the problem rectification before making serious criticism and self-criticism.
The standing members reached unanimous consensus that it is necessary to strengthen political responsibility, strengthen the treatment of both the symptoms and the root causes, and implement a safe and practical management system and governance capacity in a scientific and pragmatic system, do a good job in safety production in the spirit of extreme responsibility of the people, and effectively enhance the sense of happiness for the people.
The deadly chemical blast occurred at about 2:48 pm on the afternoon of March 21 following a fire that broke out in Jiangsu Tianjiayi Chemical Co Ltd. in Xiangshui County. 78 people were killed. Jiangsu Tianjiayi Chemical Co was not the only company involved. Sixteen surrounding enterprises and multiple villages nearby were affected. More than 600 people were injured.
The State Council said in a statement after its executive meeting on Nov 13 that a number of wrongdoings led to the deadly explosion at the chemical plant in Jiangsu province on March 21.
The inquiry has deemed the incident to be a major work safety accident that exposed the failures of local authorities and departments in assuming responsibilities and in punishing violations of the law, the State Council said in the statement.
It also revealed how businesses failed to carry out their primary responsibilities for work safety, violating laws and regulations and demonstrating a lack of credibility, the statement said.
The State Council also vowed to hold all of those responsible for the accident accountable in accordance with laws, regulations and disciplines, with the inquiry report and the punishments for wrongdoers to be made public.
The State Council said that it will launch a nationwide inspection of the production and management of dangerous chemicals by scaling up measures to phase out safety hazards in the production, storage, transportation and waste disposal procedures of dangerous chemicals.
