East China’s Jiangsu province has decided to further streamline administrative approval and delegate more power to lower governments in an attempt to revive the economy, according to the Catalogue for Empowering Townships or Sub-district Government with Economic and Social Management Authority released by the provincial authorities recently.
The release of the catalog is the province’s latest effort to promote the integration of administrative resources and the delegating of administrative power after the integration of approval, service and law enforcement forces at the grassroots level in January.
The catalog includes 369 administrative approval items at the county level with 46 for administrative licenses and public services 323 for administrative penalties.
A strict process will be in place for the administrative examination and approval before empowering townships or sub-district government with economic and social management authority.
Major administrative decision-making procedures are required for delegating administrative examination and approval powers to the grassroots agencies in the case of hazardous chemicals management, production safety and gas management.
The delegating of examination and approval authority for administrative penalty items shall be implemented in accordance with the relevant provisions of the "Administrative Punishment Law" and reported to the provincial government by prefecture-level cities for approval in accordance with statutory procedures.
