East China’s Jiangsu province has released preferential policies to stimulate scientific researchers’ enthusiasm in serving the enterprises and the society.
Xia Ting, a teacher of Nanjing University of Technology, was awarded the professional title of social service professor to become the beneficiary of the university’s reform in professional title evaluation.
In the past, the evaluation of professional title is mostly determined on the research projects undertaken and academic articles published with little attention paid to the applicants’ contribution to social services.
Starting in 2018, Nanjing University of Technology made aggressive efforts to reform its procedures for the evaluation of professional title by increasing the weight of social service contribution rather than focusing on research projects and academic articles only.
The professional title of social service has taken into account more of the social benefits from scientific research for commercial application so as to open up a promotion track for teachers engaged in social contribution.
In the meantime, Jiangsu has streamlined the procedures for the examination and approval on the use of research fund. For funding granted by enterprises, the surplus funds can be left to the project team at a certain percentage for performance rewards.
The preferential policies have activated the enthusiasm of scientific researchers for innovation. In 2019, Jiangsu reported a technology contract turnover of 160 billion yuan, an increase of more than 30%. Colleges and universities in Jiangsu registered 23,284 technical contracts, an increase of 21.5% year-on-year.
