The CPC Jiangsu Provincial Committee has issued a guideline on the promotion of the rule of law between 2020 and 2025 recently to promote the rule of law construction to a new height.
The guideline was issued in accordance with the plan to build the rule of law in China between 2020 and 2025 issued by the Communist Party of China Central Committee early this year.
The guideline highlights 23 aspects in legislature, enforcement and jurisdiction in a bid to clarify the principle measures proposed by the CPC Central Committee and strengthen its Jiangsu brand.
Further legislation is needed to accurately understand the new development stage, act on the new development philosophy and accelerate the establishment of the new development paradigm so as to drive the high quality development.
Efforts will be made to formulate administrative procedures and regulations and improve laws and regulations that strengthen the construction of the Grand Canal Cultural Belt, labor, education, and elderly care services.
Measures should be taken to strengthen the construction of a public legal service system to ensure that Jiangsu will take the lead in the country to basically establish a modern public legal service system by 2022, rank foremost in the exploration of the practice of the socialist legal system with Chinese characteristics in Jiangsu by 2025 and by 2035 build Jiangsu into a province with a high level of rule of law.

The plan to build the rule of law in China between 2020 and 2025, issued by the Communist Party of China Central Committee, states that the rule of law is a hallmark of human civilization's progress, as well as the basic way of governance.
The plan calls for efforts to resolutely adhere to the path of socialist rule of law with Chinese characteristics.
It emphasizes that law-based governance in all areas must be elevated to a position that has overall, strategic and fundamental significance, as China embarks on a new quest to fully build a modern socialist country.
The plan lays out basic principles for building the rule of law in China, including upholding the centralized and unified leadership of the CPC, following the people-centered philosophy, and focusing on solving problems.
The plan states that effective checks and supervision of the exercise of power, full protection for the legitimate rights and interests of the people and the establishment of faith in the rule of law are among the overall objectives.
