Leaders of the four provincial-level regions in the Yangtze River Delta reached a consensus on the further promotion of green and integrated development in the delta region at a symposium held Wednesday in Wuxi city, Jiangsu province.
General Secretary Xi Jinping's series of important speeches and important instructions for the integrated development of the Yangtze River Delta, the important spirit of the fifth plenary session of the 19th CPC Central Committee and the Central Economic Work Conference were studied at the meeting in addition to the analysis on the new situation and new tasks facing the integrated development of the Yangtze River Delta in the new stage, according to a statement released after the meeting.
Summary and exchange were made on the achievements Shanghai, Jiangsu, Zhejiang and Anhui have made in promoting integrated development since the 2020 Provincial Leadership Symposium held in Huzhou city, Zhejiang province, in June last year and review was carried out on the "Three-year Action Plan for the Integrated Development of the Yangtze River Delta Region between 2021 and 2023, the statement said.
In-depth discussions were made and a broad consensus was reached on exploring ways to form a new development pattern, consolidating the foundation for green development in the Yangtze River Delta, and enhancing regional synergy and high-quality development momentum, said the statement.
Over the past year, under the strong leadership of the Party Central Committee, the four provincial-level regions in the Yangtze River Delta have adhered to the Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era, focused on integrated and high-quality development, implemented the "Three-Year Action Plan" for the integration of the Yangtze River Delta, and worked together to promote the development of the demonstration zone of green and integrated ecological development, according to the statement.
Great progress has been made in the Yangtze River Delta in work and production resumption in the wake of the COVID-19 outbreak since General Secretary Xi Jinping stressed efforts to seek continuous results in the integrated development of the Yangtze River Delta through focusing on major work of integration and high-quality development at a symposium held in Hefei, capital city of east China's Anhui Province in August last year, the statement said.
The General Secretary called for a deeper understanding of the delta's status and function in China's economic and social development, so as to better promote the region's integrated development amid grave and complex circumstances.
Xi urged the delta region to take the lead in forming a new development pattern that takes the domestic market as the mainstay and allows the domestic and foreign markets to boost each other.
As the country is experiencing the historical period of fulfilling the two centenary goals, the region should also rise to assume the role of the trail-blazer of China's technological and industrial innovations by living up to the expectations from General Secretary Xi Jinping and undertaking the major missions and tasks assigned by the CPC Central Committee and the State Council, said the statement.
The Yangtze River Delta region should not only provide quality products but also serve as a source of high-level technologies to support China's high-quality development, the statement said.
We must work hard to adhere to General Secretary Xi Jinping’s important speeches, start a new journey of comprehensive socialist modernization, conform to the laws of modernization, give play to the leading role of the socialist modernization drive in Pudong of Shanghai, take the lead in exploring the formation of a strategic path for modernization in the country, become a pathfinder and practitioner of the modernization drive, and promote the demonstration effect of the Yangtze River Delta in the country’s overall modernization construction, according to the statement.
Measures must be taken to create a strong and active growth engine, serve the country to build a new development pattern, deepen the construction of standard systems in key areas, carry out demonstration pilots for quality improvement in the Yangtze River Delta, accelerate the coordinated development of manufacturing in the Yangtze River Delta, formulate and implement the "Digital Yangtze River Delta Construction Plan", and jointly host the World Internet Conference, the Digital Economy Conference, and the Internet of Things Expo, said the statement.
Efforts must be made to build a science and technology innovation community, join hands to be the pioneers of China’s science and technology and industrial innovation, implement the joint research plan of the Yangtze River Delta Science and Technology Innovation Community, and promote the construction of comprehensive national science centers, national laboratories, and the Yangtze River Delta National Technology Innovation Center, the statement said.
The four provincial regions in the Yangtze River Delta should give full play to their respective advantages and coordinate innovation efforts to jointly promote the construction of the G60 Science and Technology Innovation Corridor and the Shanghai-Nanjing Industrial Innovation Belt, said the statement.
We must go all out to create a world-class business environment, work together to create a new highland for reform and opening up, coordinate the China International Import Expo, build a high-quality Hongqiao international opening hub, deepen cooperation in the pilot free trade zone, and jointly implement the "Belt and Road" partners relations plan, coordinate the promotion of the reform of international trade integration, and jointly build a common market for property rights transactions in the Yangtze River Delta and an integrated cloud service platform, according to the statement.
We must adhere to the harmonious coexistence of man and nature, join hands to build a green and beautiful Yangtze River Delta, jointly carry out the "10-year fishing ban " in the Yangtze River, build a world-class ecological island in Chongming, coordinate the protection of the trans-provincial rivers such as the Beijing-Hangzhou Grand Canal and the Taipu River, and continue to improve the water quality in the Taihu Lake, the statement said.
Joint efforts should be made to promote the targeted prevention and control of air pollution and the joint prevention and control of regional solid waste and hazardous waste, and explore the pilot and demonstration of the implementation of carbon peak emission and carbon neutrality in Shanghai, Nanjing, Hangzhou and Hefei to ensure that the Yangtze River Delta takes the lead in the country in achieving carbon peak emission and carbon neutrality, said the statement.

Gong Zheng, mayor of Shanghai, said that Shanghai will continue to improve its urban development momentum and core competitiveness, better serve and radiate to drive the development of the Yangtze River Delta, and work with Jiangsu, Zhejiang and Anhui to turn their respective advantages into overall advantages, give full play to the demonstration role of the Yangtze River Delta Eco-Green Integrated Development Demonstration Zone and the Pilot Free Trade Zone Lingang New Area, continue to improve the function of the Hongqiao International Open Hub, and strive to explore the formation of more and better institutional experience and path models, and jointly accelerate reform, opening up, and innovative development.
