为指导高等学校做好秋季学期疫情防控工作,压实高等学校防控工作责任,坚持人物同防、多病共防,落实“四早”防控措施,根据省疫情防控工作领导小组办公室相关要求,8月17日,省疫情防控工作领导小组学校防控组从九个方面就我省高校新冠肺炎疫情处置能力建设提出基本要求。
According to the regulations of the Jiangsu Provincial Leading Group for COVID-19 Prevention and Control, on August 17, the prevention and control team for schools put forward basic requirements for the construction of epidemic response capacity in colleges and universities from nine aspects. The requirements aim at guiding colleges and universities in the prevention and control of COVID-19 in the fall semester, determining the responsibilities, carrying out the joint protection of both individuals and objects and the prevention of multiple diseases, and implementing the "four-early" prevention and control measures.
一是组织管理能力。学校承担本校疫情防控工作主体责任。应建立学校主要领导总负责、分管领导具体抓的防控工作责任制,将学校责任、部门责任、个人责任落实到位。
First, organization and management. Schools should assume the main responsibility of the epidemic prevention and control, establish a responsibility system where the main leaders take charge of general management and the other leaders take charge of the specific work, and determine the responsibilities of the school, departments and individuals.
二是校园管控能力。江苏省内一旦出现聚集性疫情,各高校要采取严格、有效的措施强化校园封闭管理。
Second, campus management and control. Once an outbreak in clusters occurs in Jiangsu Province, all colleges and universities must take strict and effective measures to strengthen the closed management on campus.
三是监测预警能力。建立健全覆盖全体教职员工和学生的健康监测制度和体系,完善学校疫情防控、健康监测系统,收集、整理、研判疫情信息,准确动态掌握在校师生员工数量、健康状况以及近期活动区域等其他相关信息,确保信息收集渠道畅通、及时、准确。
Third, monitoring and alert. Schools should develop a health monitoring system covering all faculty members and students, collect and research epidemic information, accurately and dynamically grasp other relevant information such as the number of faculty and students, their health status, and recent activity areas, and ensure the immediacy and accuracy of information collection channels.
四是物资储备能力。集中力量、统筹协调、专人负责,做好疫情防控所需的个人防护用品、消毒用品、急救物品等物资储备。
Fourth, material reserve. Schools should hire professionals to be responsible for concentrating efforts on overall planning and coordination, so as to prepare personal protective equipment, disinfection supplies, first aid supplies and other materials needed for epidemic prevention and control.
五是集中隔离能力。各高校要按照每万名在校学生数不少于20间的规模规划集中隔离健康观察场所。
Fifth, centralized quarantine. All colleges and universities shall plan centralized quarantine places for health observation according to the scale of the schools—no less than 20 per 10,000 students.
六是后勤保障能力。各高校要做好食堂(餐厅)的食材进出货管理和饮用水水质监测。做好隔离人员和隔离观察场所工作人员的饮食服务保障。
Sixth, logistics support. Colleges and universities should ensure the management of food ingredients of the canteens (restaurants), the monitoring of drinking water quality, and the quality of catering services for quarantined people and staff in quarantine observation sites.
七是核酸检测组织能力。按照属地卫生健康部门安排,科学高效规范师生员工核酸检测组织、采样等工作流程。
Seventh, organization of nucleic acid testing. According to the arrangement of the local health department, schools should scientifically and efficiently standardize the organization of nucleic acid testing for faculty members and students.
八是心理健康服务能力。各高校要依托学校心理咨询中心、精神卫生医疗机构、社会心理服务机构等,按照每千名学生配备1名心理健康服务人员的比例组建专兼职相结合的心理健康服务团队,为师生员工提供心理健康服务。
Eighth, mental health services. Colleges and universities should cooperate with school psychological counseling centers, mental health medical institutions, social psychological service institutions, etc., and set up a full-time and part-time mental health service team based on the ratio of one mental health worker per 1,000 students to provide the faculty members and students with mental health services.
九是风险沟通能力。明确风险沟通责任人,做好信息监测、预报和预警工作,优化精准传播,提升风险沟通能力。
Ninth, risk communication. Schools should identify the faculty responsible for risk communication, maintain information monitoring, forecasting and early warning, optimize accurate communication, and improve risk communication capabilities.
省疫情防控工作领导小组学校防控组要求各高等学校对照基本要求和项目清单开展自查,对处置能力未达标的项目立即进行整改,确保在今年秋季学期开学前全部达到规定要求,省疫情防控工作领导小组学校防控组将在开学前组织抽查。
The Jiangsu Provincial Leading Group for COVID-19 Prevention and Control requires all colleges and universities to conduct inspections based on the list of requirements, and rectify the parts that have not met the capacity requirements before this fall semester. The prevention and control team for schools will organize spot checks before school.
