East China’s Jiangsu province will make unremitting efforts to ensure the safe and stable supply of electricity by deepening the reform of electricity prices and promoting the high-quality development of the power industry, according to a notice issued recently by the Provincial Development and Reform Commission.
According to the "Notice", coal-fired power generation (including coal-fired cogeneration power generation) on-grid power will no longer be subject to the original government pricing system to ensure direct access to the power market.
Through trading, a market-oriented on-grid electricity price is formed within the range of "base price + fluctuations". In principle, the fluctuation range does not exceed 20%, but the market transaction price of high energy-consuming enterprises is not subject to the 20% rise.
At the same time, Jiangsu will further liberalize various power generation plans, promote various types of power sources to gain market access so as to form market-based on-grid electricity prices.
According to the "Notice", Jiangsu will go all out to ensure stable electricity prices for residential and agricultural use.
Residential use of electricity include electricity consumed by schools, social welfare institutions, community service centers and other public welfare undertakings that implement residential electricity prices. The supply of electricity for agriculture is guaranteed by power grid companies by implementing the current catalog sales price policy.
