Jiangsu releases ecological environment protection plan for 14th Five-Year Plan period

East China’s Jiangsu Province Government has recently issued the “14th Five-Year Plan for Ecological Environmental Protection” in a bid to effectively strengthen the province’s ecological environmental protection and promote the continuous improvement of the quality of the ecological environment.

According to the plan, by 2025, Jiangsu will witness the continuous decline of carbon emission intensity and the total discharge of major pollutants, stable improvement of the ecological environment quality, effective control of environmental risks, significant enhancement of the ecological environment governance system and governance capabilities, paving the way for a demonstration province of beautiful China. 

In the course of ecological environment protection, Jiangsu will emphasize the adherence to source governance, system concepts, and problem orientation. For this purpose, specific requirements have been put forward in terms of gas control, water control, soil control, environmental risk prevention and control, and ecological environment control systems and capabilities.

By 2025, Jiangsu will complete the ultra-low emission transformation of the iron and steel industry to ensure that carbon dioxide emissions per unit of industrial added value will be reduced by 20%, 95% of the livestock and poultry manure will be comprehensively utilized, and 60% of the natural wetlands will be placed under protection.

In the meantime, Jiangsu will make concerted efforts from five aspects, including the action of peaking carbon dioxide emissions, accelerating the green and low-carbon transformation of energy, and improving the green and low-carbon recycling industry system, to ensure the achievement of carbon peaking and carbon neutrality goals.

Jiangsu will also promote the green transformation of traditional industries, cultivate and expand energy-saving and environmental protection industries, build a number of "near-zero carbon" parks and factories, conquer a number of low-carbon, zero-carbon and negative technologies, and accelerate the formation of a "zero carbon" development model in line with Jiangsu's characteristics.
