Water conservancy departments at all levels in Jiangsu Province are implementing the spirit of the 14th Provincial Party Congress to comprehensively promote the consolidation and improvement of reservoir operation management and protection, as well as risk elimination and reinforcement.
Large and small reservoirs are embedded in the undulating hills and mountains of Liyang, a county level city in the south of Jiangsu.
These small reservoirs, mostly built in the 1950s and 1960s, can maintain the beauty of the reservoir area after long-term use, thanks to the timely implementation of risk elimination and reinforcement work and refined long-term management and protection.
In recent years, Jiangsu has pioneered the refined management model of water conservancy projects to ensure the transition from traditional experience management to modern system management, thereby nipping potential safety hazards in the bud.

Jiangsu has registered 952 reservoirs, including 6 large-scale reservoirs, 45 medium-sized reservoirs, and 901 small-scale reservoirs.
In recent years, Jiangsu has strengthened the construction of reservoir infrastructure, water resources conservation and intensive utilization, water ecological governance and protection system, and reservoir operation management service system so that reservoirs of various sizes throughout the province has given full play to flood prevention and security functions and played an important role in water supply, agricultural irrigation, and serving rural revitalization.
As the largest reservoir in Jiangsu Province, the Shilianghe Reservoir has been subject to illegal activities such as disorderly sand mining and net aquaculture for a long time, which has affected the safe operation of the reservoir and the carrying capacity of ecological space.
In recent years, the local government has banned various illegal activities such as net aquaculture and illegal sand mining, which has significantly improved the ecological environment.
The Provincial Water Conservancy Department has launched a pilot project of reservoir reform and innovation, high-efficiency water-saving irrigation, and water conservancy poverty alleviation in Heilin Town, Ganyu District of Lianyungang, making this previously water-thirsty area a provincial model for efficient water-saving irrigation and ecological enrichment.

Jiangsu will speed up the preparation of reservoir management and protection plans, and complete the risk removal and reinforcement of the existing 10 small and dangerous small reservoirs by the end of 2021. All reservoirs in the province will be tasked to specific management department before the flood season of 2022. By 2035, Jiangsu will build a reservoir system with safe flood control and reliable water supply.
