“The watchwords of ‘take talents to Suzhou and embrace a promising career’ fully represent the yearning of Suzhou for talents and demonstrate the city’s confidence in buildingits own brand of talent-related work.”During the 13th Five-year Plan period (2016-2020), registration of talented people in Suzhou surged 41 percent to 3.21 million; the city had had a total of 300,000 high-level talents, or an increase of 70 percent. The city’s number of talents recognized as national entrepreneurial talents has topped the country ranking for 9 consecutive years. Suzhou has also led the province in the number of provincial innovative and entrepreneurial talents for 15 years in a row and been nominated as one of the “Most Attractive Cities for Expats” for 10 years running.
Suzhou has formulated a series of policies to widen the channels for attracting talents and deepen the integration of industries and talents.

Huang was studying abroad in Université Paris-Saclay in 2015. By pure chance, Huang participated in the “Win the Future” Venture Contest for International Entrepreneurs and won the first prize. Through the contest, Huang came to know the preferential policies and high-quality business environment that Suzhou offered to talents around the world, which contributed to his decision on starting business in the city.
Now, CSJ Laser (Suzhou) has evolved into the second company in the world and the first in Asia that is capable of mass-producing white laser headlights.

From “40 New Measures for Talents” in 2016 to “New Measures for Talents (4.0 Version)” in 2020 and “15 Measures to Reform Talent System” in 2021, Suzhou has remained committed to improving its talent policy and system.

High technology
Suzhou will continue to accelerate the development of Gusu Lab, Dushu Lake Science and Education Innovation District, Taihu Lake Science and Technology Town and Nano-X Vacuum Interconnected Nanotech Workstation. Besides, Suzhou has built 79 city-level (or higher) R&D institutions and introduced more than 130 major research institutes;the number of technological innovation platforms jointly built by Suzhou and the Chinese Academy of Sciences (CAS) accounts for 20 percent of the total built by the CAS in China.

Explore a “Suzhou Mode” for international talent
Suzhou is an open city with numerous overseas talents. Due to the differences in the criteria for talent evaluation, some talents with international professional qualifications may find it difficultto getrecognition in China. To give free rein to foreign talents, Suzhou takes the initiative to align with international criteria for talent evaluation and has accumulatively released 344 reference categories for qualification recognition in five batches.
