East China’s Jiangsu province will make further efforts to reform and improve regulation on scientific research funding, according to a policy briefing held Wednesday by the provincial government in Nanjing.
Jiangsu has increased financial investment in science and technology year by year to ensure scientific and technological innovation.
In order to ensure the rational use and standardization of the scientific research funds allocated by the government, and stimulate the innovation vitality of the scientific research team, Jiangsu has issued the opinions on reforming and improving the management of scientific research funds.
Jiangsu will break through the institutional barriers to funding management that restrict the development of scientific and technological innovation by simplifying the preparation of project budgets, delegating the right to use and adjust funds, and exploring more flexible ways to use and manage scientific research funds.
In order to reduce the transactional burden of scientific researchers, Jiangsu will encourage the employment of scientific research financial assistants and promote paperless reimbursement to "relieve the burden" of scientific researchers.
With the increasing degree of delegating power for the use of scientific research funds, Jiangsu will strengthen the use of scientific research funds in compliance with laws and regulations.
