The 29th meeting of the Standing Committee of the 13th Provincial People's Congress closed Thursday morning in Nanjing. Wu Zhenglong, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, presided over the first plenary meeting and delivered a speech.
Present at the meeting were Deputy directors of the Standing Committee of the Provincial People's Congress Li Xiaomin, Fan Jinlong, Wang Yanwen, Xu Zhongzi, Ma Qiulin, Liu Handong, Wei Guoqiang, and Qu Futian. Secretary-General Chen Mengmeng also attended the meeting.
Also present at the meeting were Hu Guangjie, Vice Governor of Jiangsu, Xia Daohu, President of the Provincial Court, Liu Hua, Chief Procurator of the Provincial Procuratorate and leading officials of the Provincial Supervision Commission.
The meeting passed the "Jiangsu Province Pre-hospital Medical First Aid Regulations", "Jiangsu Province Hongze Lake Protection Regulations", "Jiangsu Province Soil Pollution Prevention and Control Regulations", and approved the "Xuzhou City Basic Education Promotion Regulations".
The meeting passed the appointment and removal of personnel. Wu Zhenglong issued letters of appointment to the appointees, and a constitutional swearing-in ceremony was held at the meeting.
Wu Zhenglong hoped that the appointees would bear in mind the oath, be loyal to the constitution, be loyal to the motherland, and be loyal to the people, gain a deep understanding of the decisive significance that the Party has established Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and defined the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping at the core.
Noting that the vitality of the law lies in its implementation, and the authority of the law also lies in its implementation, Wu Zhenglong asked people's congresses at all levels to conscientiously implement the regulations approved at this meeting, better protect the health and safety of the people, effectively maintain the ecological security of lakes, continuously improve the quality of the soil environment, and enhance the people's sense of gain, happiness and security.
He pointed out that the supervision of the People's Congress is an important part of the supervision system of the party and the state, and it is also an important driving force for the improvement of the government,adding that the province should thoroughly study and implement the Xi Jinping Thought on Ecological Civilization, establish the concept that lucid waters and lush mountains are invaluable assets, continue to promote ecological environmental protection, adhere to ecological priority and green development, strengthen the reduction of carbon emissions and pollution, and strengthen the rectification of outstanding problems in the ecological environment of the Yangtze River Economic Belt.
He asked deputies to the people's congress at all levels to play an active role in epidemic prevention and control, keep close contact with the people, perform their duties, resolve disputes, enhance consensus, build up confidence, coordinate epidemic prevention and control with economic and social development, development and security, and go all out to create a stable and healthy economic environment, a social environment of national security and public security, and a clean political environment, and take practical actions to welcome the convening of the 20th National Congress of the Communist Party of China.
