By 2025, Jiangsu will initially form an institutional framework for realizing the value of ecological products, effectively solving the problems of "difficult measurement, mortgage, transaction, and realization" of ecological products.
By 2035, Jiangsu will fully establish a complete mechanism for realizing the value of ecological products, systematically build an ecological civilization governance system with Jiangsu characteristics, effectively promote the comprehensive green transformation of economic and social development, fundamentally improve the quality and stability of the ecosystem, and contribute to the basic realization of the beautiful China campaign.
In order to achieve the goals, Jiangsu will promote the full-cycle construction of ecological product value by focusing on ecological product investigation and monitoring, evaluation and accounting application, business development, and protection compensation.
Jiangsu will also apply information technology to promote the implementation of the ecological product value realization mechanism.
In order to formulate a catalogue list, Jiangsu will promote the confirmation and registration of natural resources, share the survey and monitoring data of natural resources, ecological environment, water conservancy, agriculture and rural areas, meteorology and other departments, and establish a basic database to make value accounting more efficient and convenient, and promote ecological product value accounting.
