32 provincial enterprises were included in the province's annual comprehensive assessment for the first time as a sign of the province’s innovative institutional efforts to promote high quality development and implement new development concepts.
The comprehensive assessment takes high-quality development as the general orientation and organically integrates the previously separate business performance assessment, party building assessment, leadership team and leadership assessment of provincial enterprises.
Enterprise employees are invited to participate in the assessment process in bid to increase the satisfaction survey of enterprise governance and enterprise development, and integrate the party leadership of provincial enterprises into corporate governance, integrate party building and business development into assessment, and promote the development of provincial enterprises to achieve higher quality development with more efficiency and more sustainability.

In order to ensure the fairness and accuracy of the assessment, the assessment organizers will fully consider the differences between different enterprises, divide the enterprises into three major categories of business, finance and culture, and design personalized indicators in a targeted manner.
Commercial enterprises have set up individualized indicators of "major special tasks" and "main business" that account for about 15%, and financial enterprises have set up "risk prevention and control" and "serving economic and social development" personalities that account for 30%-45% of the total so as to improve the accuracy of assessment and promote enterprises to better assume social responsibilities.

Judging from the assessment results, the 11 provincial enterprises that were awarded the first class in 2021 have all achieved excellent high-quality development results.
Of the 32 provincial enterprises included in the assessment, all but one enterprise exceeded the "total profit" or "net profit" indicators.
Jiangsu's "Three-Year Action for State-Owned Enterprise Reform" has been rated as Grade A twice in a row in the three-year action evaluation of the country’s state-owned enterprise reform.
