Committed to new development philosophy, Huai'an has listed the green food industry as one of the leading industries and strived to build a hundred-billion modern industrial system by fully utilizing the favourable natural environment and rich agricultural resources.
A food industry system has been formed focusing on key industries such as tobacco and liquor, salt and sugar, meat and feed, rice, flour and oil, and aquatic products. Its annual production capacity reaches 3,000,000 tons of rice, 900,000 tons of flour, 750,000 tons of salt, 300,000 tons of oil, 250,000 tons of meat, 200,000 tons of sugar, and 55,000 tons of liquor. This system includes 218 green food industrial enterprises above the designated size like Want Want and King's Luck and more than ten major prefabricated food manufacturers like Yihai Kerry, Best, Sushi, and Shineway.
The Action Plan of Green Food Industry Development (2021-2025) enacted by the Huai'an government points out that during the 14th Five-Year Plan period, the city will concentrate its effort on constructing six industrial chains, including wine and beverage, salt and condiment, meat and feed, local food, modern food, and food packaging. It will also develop prefabricated food production such as high-quality convenient staple food, semi-finished Huaiyang cuisine, quick-frozen food, dehydrated vegetables, and microwave set meal.
