二十大代表 江苏省昆山市委书记 周伟：大家好，我叫周伟，是江苏省昆山市委书记。谈到昆山，相信不少人都很熟悉。这十年，我们一直位居全国百强县的首位。更为可喜的是，这十年，不但我们的产业规模做大了，产业结构也更加优化了，全市战略性新兴产业的占比已经超过了50%。这十年，我们昆山更美了，推窗见绿、开门见园。昆山是昆曲的诞生地，在这里不仅有昆曲，我们还邀请了来自全国的348个传统剧种轮流在这里汇演。经济强、百姓富、环境美、社会文明程度高的新图景正在我们昆山徐徐展开。
Zhou Wei, a delegate to the 20th CPC National Congress and the Secretary of Kunshan Municipal Committee of the CPC: I believe many of you are familiar with Kunshan. In the past decade, Kunshan has ranked atop the top 100 counties in China with a larger scale of industry and more optimized industrial structure. Kunshan's Strategic emerging industries account for more than half of the city's industrial sectors.
This decade has also witnessed a more beautiful ecological environment. Being the cradle of the Kunqu Opera, Kunshan provides the stage for 348 traditional operas from across the country to make performances in turn all the year round. A new picture of ecological beauty, strong industry, rich people and prosperous culture is unfolding in Kunshan.
经济日报记者提问：请问，周伟代表，昆山今年的经济形势如何？外界一直有外资撤离的言论，作为利用外资比较集中的地方，昆山是否遇到了类似的现象？
Staff Reporter from Economic Daily: How is the economic situation in Kunshan this year? There has been talk of withdrawal of foreign investment. Has Kunshan, which is characterized by agglomeration of FDI, faced a similar problem?
二十大代表 江苏省昆山市委书记 周伟：不久前，有一家知名的光电企业在2013年投资我市13亿美元的基础上，新近又追加18亿美元的投资，启动项目二期。今年8月，我们已经提前4个月完成了外资到账的全年目标任务。更值得一提的是，今年我们全市的外贸进出口有望持续突破1000亿美元大关，排名有望进入全国城市的前15位。有朋友问我，昆山吸引外资的最大底气是什么？我们感到产业链优势就是我们最大的底气。之所以我们能够一直保持在全球笔记本电脑三分天下有其一的市场份额，其背后就是我们一直坚持“缺什么招什么”，打造了一条完整的产业链。如今，我们正在积极构建新的智能终端产业链条，聚焦头部企业，给资源、保要素，为企业落户我们昆山创造一切有利的条件。
Recently, a well-known optoelectronics company invested an additional 1.8 billion dollars in Kunshan, on top of the 1.3 billion dollars invested in 2013. In August this year, we completed the annual target of foreign investment four months ahead of schedule. It is worth mentioning that this year, the city's export and import trade is expected to exceed 100 billion dollars, and theranking is expected to enter the national top 15. Someone asked me what is the biggest incentive for Kunshan to attract foreign investment. My answer is our strong industry chains. The reason why Kunshan can hold a third of the global laptop market share is that we have built a complete industrial chain by attracting what we lack. Now we are actively building a new intelligent terminal industry chain. We focus on leading enterprises, strive to ensure the provision of resources and factors of production, and create all favorable conditions for enterprises to settle in Kunshan.
前不久，我们助力一家知名的头部企业，创下了三天办四证的纪录，确保其提前两个月通过了工厂验收，帮助其争取到了200亿元的产品大单。现在我们又在瞄准数字经济的新赛道，紧紧围绕产业链，强链、创链，引导更多企业布局千亿级的智能穿戴产业创新集群。尽管国际形势严峻复杂，但是我们不断地赢得了海内外客商对昆山的青睐，越来越多的外资企业纷纷加码昆山，持续看好江苏、看好中国。
Not long ago, with our help, a well-known enterprise completed the procedures for four certificates within three days, passed the factory acceptance two months in advance, and got an order of 20 billion yuan. Now we are aiming at the development of the digital economy. Our work highlights the development and innovation of industrial chains and encourages more enterprises to lay out hundred-billion-yuan innovation clusters in the smart wearable industry.Despite the severe and complicated international situation, we have won the favor of domestic and foreign business. More and more foreign-funded enterprises are increasing their investment in Kunshan and staying optimistic about Jiangsu and China.
