During the second group interview at the Press Center for the 20th National Congress of the Communist Party of China, Zhang Aijun, the press officer of the Jiangsu delegation and head of the Publicity Department of the CPC Jiangsu Provincial Committee, was interviewed on October 18.
张爱军首先介绍了江苏代表团学习讨论二十大报告情况。他说，江苏代表团有69名代表，代表着江苏近550万名党员参加这一盛会。这几天我们认真学习讨论了总书记的报告，大家一致认为总书记的报告坚定、深邃、宏阔、豪迈。全体代表表示，完全赞成、坚决拥护。我们对全面建设社会主义现代化国家、全面推进中华民族伟大复兴充满了必胜的信心。这些年来，江苏人民把总书记为我们擘画的“强富美高”新江苏建设的宏伟蓝图，从“大写意”绘制成“工笔画”，奠定了走向社会主义现代化的坚实基础。我们要牢记总书记对我们“争当表率、争做示范、走在前列”的殷殷嘱托，扛起为全国发展探路的责任使命，深刻领会中国式现代化的丰富内涵和本质要求，切实增强先行先试的担当意识，努力在全面建设社会主义现代化国家中，把江苏建成具有鲜明特色的省域范例。
Briefing the press on Jiangsu delegation's study and discussion of the report to the CPC National Congress, Zhang said that the 69-member Jiangsu delegation attending the 20th National Congress of the Communist Party of China on behalf of the 5.5 million Party members in Jiangsu has been carefully studying and discussing General Secretary's report these days. Noting that the report is firm, profound, broad and heroic, all the Jiangsu delegates firmly support General Secretary's report, and are fully confident in building a modern socialist country and promoting the great rejuvenation of the Chinese nation in an all-round way.
Over the years, the people of Jiangsu have transformed the grand blueprint that the General Secretary has drawn for us of constructing Jiangsu into a province with strong economy, rich people, beautiful environment and high degree of social civilization from "freehand brushwork" to "fine brushwork", laying solid foundation for socialist modernization. We should bear in mind the General Secretary's ardent advice of "setting an example, and taking the lead", shoulder the responsibility of exploring the path for national development, deeply understand the rich connotation and essential requirements of modernization with Chinese characteristics, effectively enhance the sense of responsibility of taking the lead, and strive to build Jiangsu into a provincial model with distinctive characteristics in the comprehensive construction of a socialist modern country, Zhang said.
问：我们注意到习近平总书记曾经多次强调要把中国制造业搞上去，我们也知道江苏一直以来是以实体经济见长，而且制造业规模连续多年保持在全国前列。请问江苏这几年在推进制造业高质量发展上有哪些举措？
We notice that General Secretary Xi Jinping has repeatedly stressed the need to enhance China's manufacturing industry, and we know that Jiangsu has always been a powerhouse in terms of real economy with its scale of manufacturing industry ranking foremost in the country for many years. What are the measures Jiangsu has taken to promote high-quality development of its manufacturing industry in recent years?
张爱军：谢谢这位记者对江苏制造业的关心关注。江苏制造业是江苏发展的“看家本领”。这些年来，我们一直专注于制造业发展对实体经济的推动。从江苏实体经济总量来讲，去年江苏GDP达到了11.64万亿元，其中制造业增加值就达到了4.2万亿元，占36%，这在全国算是占比较高的了。从制造业发展的质量来讲，江苏产业门类比较齐全、产业链比较完整，有5个行业的产值超过万亿元。江苏的制造业发展为我们江苏高质量发展打下了坚实的基础，成为江苏的鲜明特色。从重要做法来讲，概括起来是四个字“加、减、乘、除”。
Zhang Aijun: Thank you for your concern about Jiangsu's manufacturing industry. Manufacturing is the pillar industry to support Jiangsu's development. We have been focusing on promoting the real economy via the development of the manufacturing industry. Jiangsu registered a GDP of 11.64 trillion yuan in 2021, with the value-added of manufacturing industry reaching 4.2 trillion, accounting for 36% of the total GDP, which ranks atop the national list. As regards the development quality of the province’s manufacturing industry, Jiangsu stands out among others due to its relatively complete industrial categories and industrial chain, with its output value of five industries exceeding one trillion yuan. The growth of Jiangsu's manufacturing industry has laid solid foundation for the province’s high-quality development, which has become a special feature of Jiangsu. We have summarized our measures into four Chinese characters, i.e., “addition, subtraction, multiplication, and division”.
第一是做“加法”。首先是全力做大增量。江苏围绕50条重点产业链、30条优势产业链和10条卓越产业链来打造一批产业“航空母舰”。这些年我们持续推动强链补链行动计划，围绕产业链发展，注重在投入领域上有效引导。十年来我们省累计建成了投产百亿元以上重大产业项目85个，50亿元以上项目205个，高新技术企业达到3.2万家，战略性新兴产业占规上工业比重接近40%，高新技术产业占规上工业的比重接近48%。
In terms of "addition", we have made every possible effort to promote the development. Jiangsu has built a number of industrial "aircraft carriers" around 50 key industrial chains, 30 advantageous industrial chains and 10 excellent industrial chains. Over the years, we have been continuously promoting the action plan for strengthening and supplementing the industrial chains, and focusing on the effective guidance in the field of investment to facilitate the development of the industrial chains. During the past decade, Jiangsu has built 85 major industrial projects, each registering an investment of over ten billion yuan, 205 projects with an investment of over 5 billion yuan, and 32000 high-tech enterprises, with strategic emerging industries accounting for nearly 40% of industries above designated size, and high-tech industries accounting for nearly 48% of industries above designated size.
第二是做“减法”，加快转型升级。我省坚持降碳、减污、扩绿、增长协同推进，坚决遏制各类高耗能、高排放和低水平项目盲目发展，从而腾出发展空间，用于结构调整和转型升级。近五年来，我们依法依规关停取缔了各类“散乱污”企业5.7万家，关闭退出了4700多家安全环保不达标、低端落后的化工企业。江苏在七大高耗能行业的规模占规上工业比重由2012年的33.5%下降到了去年的29.3%。
As far as "subtraction" is concerned, we have accelerated industrial transformation and upgrading. Jiangsu has adhered to the coordinated promotion of carbon reduction, pollution reduction, green expansion and growth, and resolutely curbed the blind development of various energy-consuming, high-emission and low-end projects, so as to free up development space for structural adjustment, transformation and upgrading. In the past five years, we shut down and banned 57000 enterprises of various types of "scattered pollution" according to laws and regulations, while closing down and withdrawing more than 4700 low-end chemical enterprises that failed to meet the standards of safety and environmental protection. As a result, the proportion of Jiangsu's seven energy-consuming industries in the above designated industries decreased from 33.5% in 2012 to 29.3% last year.
第三是做“乘法”，强化科技赋能。我省把集成电路、生物医药、人工智能、前沿材料和绿色低碳等作为主攻方向，加快突破一批关键核心技术和“卡脖子”环节，塑造更多的先发优势和领跑优势。比如说我们以智能制造为主攻方向，推动产业技术变革和优化升级，对5万多家规上制造业企业进行了智能化、数字化改造，全省“灯塔工厂”数量达到8家、位居全国第一。这里特别值得一提的是，江苏把数字经济作为经济转型发展的新增量，到去年底，我省的数字经济规模已经超过5万亿元、位居全国前列。
“Multiplication” refers to strengthening scientific and technological empowerment. Jiangsu has focused on integrated circuit, biomedicine, artificial intelligence, cutting-edge materials and green low carbon by accelerating the development of a number of core technologies and "choke points", and creating more first mover and leading advantages. For example, by highlighting intelligent manufacturing, we have promoted industrial technology reform, optimization and upgrading, carrying out intelligent and digital transformation for more than 50000 manufacturing enterprises above designated size, with 8 of them measuring up to the standards of "lighthouse factories", ranking first in the country. It is worth mentioning that Jiangsu has regarded digital economy as a new increment of economic transformation and development. By the end of last year, the scale of digital economy in our province had exceeded 5 trillion yuan, ranking first in China.
第四是做“除法”，破除各类卡点堵点。我们着力打造市场化、法治化和国际化一流营商环境，让国企敢干、民企敢闯、外企敢投，让越来越多的企业、人才、资本选择江苏、扎根江苏。江苏利用外资水平、利用外资质量越来越高，近十年吸引外资超过2400亿美元，占全国比重达到17%以上。这十年中，我们有八年利用外资规模为全国第一。我们正是综合运用了“加、减、乘、除”的有效做法来推动江苏制造业的发展，从而促进江苏经济的高质量发展。
When it comes to “division”, we meant to refer to removing the bottlenecks. We have strived to create a market-oriented, legalized, and internationalized first-class business environment where state-owned enterprises dare to do, private enterprises dare to venture, foreign enterprises dare to invest, so that more and more enterprises, talents and capital choose to settle and take root in Jiangsu. As a result, Jiangsu has reported improving level and quality of foreign direct investment by attracting more than 240 billion US dollars in the past decade, accounting for more than 17% of the country's total. Jiangsu has been ranking first in the scale of foreign capital utilization for eight years during the past ten years. This is how we have promoted development of the province’s manufacturing industry and boosted the quality growth of the province’s economy.
问：自2018年长三角区域一体化发展上升为国家战略以来，请问三省一市四地如何发挥各自优势、各扬所长，贯彻落实这一重大战略？
Since 2018 when the development of regional integration in the Yangtze River Delta became a national strategy, how can the three provinces of Jiangsu, Zhejiang and Anhui, as well as Shanghai municipality give full play to their respective advantages and promote their strengths to implement this major strategy?
张爱军：江苏作为长三角区域内的重要省份，我们始终胸怀“两个大局”，扬江苏所长，展江苏优势，在长三角一体化发展的国家战略布局中，发挥了江苏作用，贡献了江苏力量。江苏在参与和推动这个战略实施过程中，重点做了以下几个方面的工作：
Zhang Aijun: As a major province in the Yangtze River Delta region, we have kept in mind the overall development of the region to play our role while contributing our strength in the national strategic layout of the integrated development of the Yangtze River Delta by giving full play to the advantages of the province. While participating and promoting the implementation of the strategy, our major measures are as follows.
第一，着力构建国家战略的实施体系。密切跟进国家规划纲要，制订了《江苏沿海地区发展规划》《南京都市圈发展规划》，同时我们还围绕长三角地区产业发展特点，与其他兄弟省市一起组建了包括集成电路、生物医药、人工智能、新能源汽车等四个产业链发展联盟，有力支撑了国家战略的实施。
First, we have focused on building a national strategy implementation system. Closely following the national planning outline, we have formulated the Jiangsu Coastal Area Development Plan and the Nanjing Metropolitan Area Development Plan. Moreover, based on the characteristics of industrial development in the Yangtze River Delta region, we have also established four industrial chain development alliances with other sister provinces and cities, in the industries of integrated circuit, biomedicine, artificial intelligence, and new energy vehicles, which strongly supports the implementation of the national strategy.
第二，持续增强制造业优势。积极打造一批集聚型“拆不散、搬不走、压不垮”的产业“航空母舰”，同时为推动每一条产业链做大做强给予相应的政策支持和营造良好发展环境，从而通过整体做大做强产业链集群和每一条产业链，来夯实长三角一体化发展战略的经济基础。
Second, we have kept enhancing the advantages of our manufacturing industry. We have actively built a number of unbreakable, irremovable and uncrushable industrial "aircraft carriers", and at the same time provided corresponding policy support and created a good development environment to help industrial chain become bigger and stronger, so as to consolidate the economic foundation of the integrated development strategy of the Yangtze River Delta by promoting the growth of the industrial chain cluster and each industrial chain.
第三，努力推进一批重大事项。全力推进重大基础设施建设，比如我省开工建设北沿江高铁、通苏嘉甬高铁等，同时与其他省市联合成立了长三角自贸试验区联盟。在太湖流域综合治理、有关交通互联互通方面统一行动。另外，在本区域内还形成了包括疫情防控、经济发展、社会治理等方面的12项工作推动机制。江苏是一个经济大省、文化大省、开放大省，同时我们作为一个农业大省，端牢江苏自身饭碗，也为端好中国饭碗作出了贡献。
Third, we have gone all out to push forward a number of major issues by starting the construction of such projects as the high-speed railway along the Yangtze River in the north and the Nantong-Suzhou-Jiaxing-Ningbo high-speed railway. At the same time, we have jointly established the Yangtze River Delta Pilot Free Trade Zone Alliance, and taken unified action in comprehensive management of the Taihu Lake basin and related transportation connectivity together with other provinces and municipalities. In addition, 12 work promotion mechanisms have been formed in the region, including epidemic prevention and control, economic development, and social governance, etc.. Jiangsu is an economic engine and cultural powerhouse featuring the openness of its economy and culture. At the same time, Jiangsu is an agricultural powerhouse which has made great contribution to the improvement of rice bowl of Jiangsu and China.
第四，不断增强人民群众的获得感。我省在三省一市区域内累计开通了76条省际之间的公交线路，打通了8条省际之间的断头路，推动了138个政务服务项目的跨省通办，在三省一市之间实现了异地门诊费用直接结算，方便了人民群众。
Fourth, we have constantly enhanced the people's sense of gain. In the Yangtze River Delta region, Jiangsu has opened 76 inter-provincial bus lines, connected 8 broken-end roads between provinces, promoted the trans-provincial opening of 138 government service projects, and realized the direct settlement of outpatient fees between Shanghai, Jiangsu, Zhejiang and Anhui so as to have brought much convenience to the people.
总之，在长三角一体化发展战略中，我们展示了江苏所长，也展示了江苏担当，作出了江苏贡献。下一阶段，我们将继续加强合作，更好地把产业链强链补链固链、生态环境建设、民生事项等共同做好，推动这一国家战略的深入实施，实现高质量发展的目标。
To sum up, in the integrated development strategy of the Yangtze River Delta, we have demonstrated the strengths, shouldered the responsibilities, and made the province’s contributions. In the next stage, we will continue to promote the in-depth implementation of this national strategy to achieve the goal of high-quality development by better strengthening and complementing the industrial chain, while improving the ecological environment and people's livelihood through strengthened cooperation.
