The First Session of the 14th Jiangsu Provincial People's Congress was kicked off Sunday morning in Nanjing. Xin Changxing, executive chairman of the presidium and secretary of the provincial party committee, presided over the opening ceremony. Governor Xu Kunlin made a report on the work of the government.
The executive chairpersons of the presidium include Xin Changxing, Xu Kunlin, Deng Xiuming, Li Xiaomin, Fan Jinlong, Wang Yanwen, Xu Zhongzi, Ma Qiulin, Liu Handong, Wei Guoqiang, Qu Futian and Chen Mengmeng.
Xin Changxing said that under the guidance of the Xi Jinping Thought on socialism with Chinese characteristics for a new era, Jiangsu is thoroughly implementing the spirit of the 20th CPC National Congress and the spirit of the General Secretary Xi Jinping's important instructions on Jiangsu's work, and comprehensively promoting the new practice of Chinese path to modernization in Jiangsu.
He said that the first session of the 14th Provincial People's Congress will perform the powers conferred by the Constitution and laws, review and summarize the work of the Standing Committee of the Provincial People's Congress, the Provincial Government, the Provincial Court and the Provincial Procuratorate in 2022 and in the past five years, determine the objectives and tasks of the provinces economic, political, cultural, social and ecological civilization construction in 2023, review and pass relevant laws and regulations, and elect the province’s deputies to the 14th National People's Congress of Jiangsu, and members of the Standing Committee of the new session of the Provincial People's Congress, Provincial People's Court and Provincial People's Procuratorate.
The government work report made by Xu Kunlin is divided into four parts, including the review of the work in the past five years, the goals and main tasks for the next five years, the key work in 2023 and the comprehensive strengthening of the government's own construction.
Xu Kunlin said that in the past five years, we have adhered to the Xi Jinping Thought on socialism with Chinese characteristics for a new era, fully implemented the spirit of the 19th CPC National Congress and the 20th CPC National Congress, took the spirit of the General Secretary's important speech made during his inspection tour in Jiangsu as the fundamental principle for the development of Jiangsu, and took the implementation of the General Secretary’s important instructions and requirements as a major political task.
He said in accordance with the decisions and arrangements of the CPC Central Committee, the State Council and the requirements of the provincial party committee, Jiangsu has adhered to the general tone of seeking progress while maintaining stability, adhered to the new development concept to lead high-quality development, effectively coordinated epidemic prevention and control and economic and social development, completed the objectives specified in the "13th Five-Year Plan", and achieved the work objectives of the incumbent government.
Xu Kunlin said Jiangsu recorded an average annual GDP growth of about 5.5%, which is expected to exceed 12 trillion yuan, and the per capita disposable income has increased by 42.3% in five years to 49800 yuan. Fundamental changes have taken place in the ecological environment protection, the construction of a strong cultural province has leapt to a new level, and the modernization of a new Jiangsu has taken a solid step forward.
The achievements of the past five years are fundamentally attributable to the fact that General Secretary Xi Jinping, as the core of the Party Central Committee and the core of the whole Party, is at the helm, the governor said, adding that the achievements have also resulted from the scientific guidance of the Xi Jinping Thought on socialism with Chinese characteristics for a new era, and the direct leadership of the provincial party committee and the unity and struggle of the people of the province.
Xu Kunlin pointed out that the 20th National Congress of the Communist Party of China issued a great call to unite and strive for the comprehensive construction of a socialist modern country and the comprehensive promotion of the great rejuvenation of the Chinese nation. Jiangsu plays an important role in the overall development of the country.
He said Jiangsu has the advantages of multiple national strategies, solid industrial foundation, rich science and education resources, good business environment, and huge market scale, making it equipped with the foundation, conditions, responsibility and obligation to make greater achievements in the new journey.
The governor noted that efforts should be made to consciously unify our thinking, will and action in the spirit of the 20th National Congress of the Communist Party of China, consciously put Jiangsu's modernization drive in the overall strategic situation of the Party and the country, closely follow General Secretary Xi Jinping's new journey and make contributions to the new era, and let Chinese path to modernization fully display a tangible realistic picture in Jiangsu.
Xu Kunlin remarked that we must strive to promote high-quality development, build a new pattern of development at a higher level, focus on strengthening the support of talents in the modernization drive, make greater efforts to promote self-reliance in science and technology, promote common prosperity, create a high-quality life more effectively, promote green and low-carbon development, improve the quality of the ecological environment to a higher standard, better meet the people's spiritual and cultural needs, promote safe development, and more effectively maintain social harmony and stability.
In the next five years, Jiangsu will actively expand effective demand, accelerate the construction of a modern industrial system, promote the construction of a strong province with high-quality scientific and educational talents, solidly promote the modernization of agriculture and rural areas, further promote the coordinated development of regions, make greater efforts to promote reform and opening up, practically strengthen the construction of ecological civilization, vigorously promote the development of cultural undertakings and cultural industries, continue to improve people's livelihood, actively and steadily prevent and resolve risks and challenges.
