In order to promote the high-quality development of the economy and society and better meet people’s needs for quality, Jiangsu Provincial Party Committee and Provincial Government recently issued the Implementation Opinions on Deepening the Construction of a Strong High-quality Province, defining the "timetable" and "task statement" for the construction of a strong high-quality province in the next stage.
High quality promises a bright future. As an economic and manufacturing powerhouse, Jiangsu has always attached great importance to the construction of a strong high-quality province. The comprehensive strength of the quality and brand Jiangsu strives to build ranks among the top in the country, with its industrial and regional quality competitiveness improved significantly. The implementation opinions issued this time define the overall requirements for the construction of a strong high-quality province in 2025 and 2035, and give specific quantitative indicators. For example, by 2025, the R&D investment intensity of industrial enterprises above designated size in Jiangsu will reach 2.3%. The energy consumption per unit of GDP will decrease by 14% compared with 2020. The qualified rate of both manufacturing and consumer products will reach 95%, and the satisfaction rate of public service quality will reach more than 82 points.
Taking into consideration that the construction of a strong high-quality province covers all aspects of economic and social development, the implementation opinions suggest that the supply of high-quality products, the quality level of construction projects, service quality, enterprise quality and brand development should work together to create synergy. The implementation opinions not only pay attention to the high-quality development of the real economy, but also focus on the high-quality life of the people. The implementation opinions include improving the agricultural product quality traceability platform and building the big data management model for the whole process of agricultural products, the self-inspection rate and self-inspection report rate of food production enterprises in the province reaching 100%, encouraging enterprises to use the Internet of Things, big data, cloud computing and other technologies to realize intelligent transformation and digital transformation, striving to achieve full coverage of the chief quality officer system of enterprises above designated size in the province, and the coverage rate of small and medium-sized enterprises remaining no less than 80%.
