The Standing Committee of the Jiangsu Provincial Committee of the Communist Party of China held a meeting at the Provincial Emergency Management Department on Sunday to examine the chemical plant explosion that took place in Xiangshui County on March 21, 2019 in a bid to carry out warning-oriented education by studying and implementing General Secretary Xi Jinping's important instructions on production safety and Jiangsu’s work so as to emphasize production safety, implement new development concepts, and strive to achieve high-quality development. Provincial Party Secretary Xin Changxing presided over the meeting and delivered a speech. Among the leaders at the meeting were Governor Xu Kunlin, Zhang Yizhen,Chairwoman of the Provincial Political Consultative Conference, and Deng Xiuming, Deputy Secretary of the Provincial Party Committee.
On March 21, 2019, a particularly serious explosion was reported at Tianjiayi Chemical Co., Ltd. in Xiangshui County.
The Central Committee of the Communist Party of China and the State Council attached great importance to the deadly chemical plant blats, and general Secretary Xi Jinping issued important instructions. The Provincial Party Committee and Provincial Government spared no effort to implement General Secretary Xi Jinping’s important instructions and the deployment of the Party Central Committee and the State Council.
Since the start of the education campaign on study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Jiangsu has spared no efforts to study and implement General Secretary Xi Jinping’s important instructions on production safety and work in Jiangsu, and include the import instructions in the meetings of the Standing Committee of the Provincial Party Committee, the group study sessions of the Provincial Party Committee, and special theme reading sessions so as to conduct anatomical research and warning-based education from a political and global perspective on the chemical plant explosion that happened in Xiangshui County.
Xin Changxing and other provincial leaders studied General Secretary Xi Jinping’s important instructions on the measures to deal with the Xiangshui County chemical plant blast and on production safety before watching a TV clip on the explosion that took place on March 21 in the north Jiangsu county.
The head of the Provincial Emergency Management Department briefed the leaders on the report of the investigation on the accident.
Since the new era, the Party Central Committee with Comrade Xi Jinping as the core has prioritized production safety, according to a statement released after the meeting.
This anatomical survey is a re-study of the General Secretary's important instructions on production safety, a reflection on the lessons learned from the chemical plant blast in Xiangshui four years ago, a re-examination of the rectification of production safety in the province, and a further promotion of ensuring production safety on the new journey, said the statement.
We must come to the profound awareness of General Secretary’s sincere feelings featured by his adherence to the principle of "people first and life first", his profound insight into the laws of safety production, and the great importance he attached to Jiangsu's work, the statement said.
Efforts must be made to realize that safety is a prerequisite for development and development is a guarantee of safety so as to fundamentally eliminate hidden dangers, solve problems, and continuously improve the modernization level of safety production governance system and governance capabilities, according to the statement.
The province will spare no effort to coordinate development and security, enhance risk awareness, strengthen bottom line thinking, and effectively integrate the concept of safety-oriented development into all aspects of economic and social development, and implement it throughout the entire process of industrial cultivation, project construction, production and operation, said the statement.
Efforts must be made to strengthen the foundation and capacity building of safety production, adhere to source governance, systematic governance, and comprehensive governance, effectively enhance risk prevention and control, regulatory law enforcement, emergency rescue, and basic support capabilities, and comprehensively improve the level of intrinsic safety, the statement said.
With the arrival of summer heat and flood, efforts must be made to strengthen forecasting, early warning, and emergency duty so as to ensure the safety of people's lives and property, and to take measures in flood prevention, drought relief, and disaster prone areas.
