East China’s Jiangsu province has made every effort to strengthen efficient governance at the grassroots level and continuously enhance the people's sense of gain, happiness, and security.
The community staff and volunteers in Xianlin Sub-district government of Nanjing have established a yellow vest service team to inspect the social governance grid online and offline twice a day so as to promptly identify various hidden dangers.
Stores in Dacheng Mingdian business district were constructed in the late 1990s, resulting in prominent safety hazards due to the deficiencies in the design, such as aging power lines and catering gas pipeline networks.
Nowadays, the eateries and restaurants in Dacheng Mingdian have taken on a new look with all of them replacing gas with electricity.
“In the past, we had seven stoves, which resulted in a strong smell of oil fumes. During the renovation, the sub-district government took everything into consideration. Now that there is no smell of oil fumes, there are no safety hazards, and we are more confident in doing business”, a shop owner in Dacheng Mingdian, said.
In recent years, Jiangsu has vigorously promoted grassroots social governance by pioneered grid based social governance nationwide, and taking the lead in promoting provincial grid-based social governance by playing the role of party organizations and party members. A series of pioneering and innovative explorations have continuously improved the service and comprehensive governance capabilities of the grassroots communities.
“We have always taken General Secretary Xi Jinping's important speech as a guiding light. Faced with the of grassroots governance, we have strengthened the leadership of party building by organizing a dense organizational system and integrating regional resources, so as to ensure that small matters are resolved within the grid, while major events are resolved within the community”, Sun Jindi, Secretary of the Party Working Committee of Xianlin Sub-district, Qixia District, Nanjing, said.
Jiangsu has also successively issued policy documents to guide and support local governments to vigorously promote digital transformation and smart community construction, so as to make grass-roots governance more efficient and public services more convenient.
“The comprehensive management and operation center of Yonglian Village has integrated nearly twenty digital platforms into one network and one central platform. For example, if there are dangerous behaviors at the riverside or parking vehicles at will, we can detect them in real-time and immediately mobilize grid personnel to handle them in a timely manner”, Wu Huifang, Secretary of the Party Committee of Yonglian Village, Zhangjiagang, Suzhou, said.
At present, Jiangsu has registered 21.99 million urban and rural community volunteers, ensuring that 95% of the disputes can be resolved at the grassroots level, so that the public's sense of security has reached 99.2%.
