Since the beginning of this year, Jiangsu has comprehensively accelerated the construction of key water conservancy projects, further improved its ability to prevent floods and droughts, ensured the safety of people's lives and property, and promoted sustainable regional economic and social development.
Since the beginning of summer, the Huai River basin has experienced continuous high temperatures, but the construction site of the second phase of the Huai River estuary project located in Yancheng has witnessed a bustling construction scene.
After nearly a year of construction, the Zhangjiahe Sluice Station, the first building project of the project, has successfully passed the acceptance inspection with all water pumps installed and debugged in place, meeting the conditions for flood control and emergency drainage.
As the backbone project of the national water network constructed during the 14th Five Year Plan period, the second phase of the Huaihe River estuary waterway project has a total length of 162.3 kilometers, which widens and deepens the original estuary waterway, equivalent to changing from the original "two lanes" to "six lanes".
This project will further expand the flood outlet in the lower reaches of the Huaihe River, raise the flood control standards of Hongze Lake to withstand floods that occur once every 300 years, and provide safety guarantees for approximately 20 million people and 30 million mu of farmland in the lower reaches of the Huaihe River.
As of the end of July, the project has completed a cumulative investment of 6.013 billion yuan, accounting for 75.16% of the annual construction task.
“The project department will provide sufficient manpower, machinery, and working hours to accelerate the construction progress, ensure the implementation of the construction schedule, improve the flood control capacity of the ongoing projects, and ensure the safety of buildings during the flood season”, Gong Feilong, Deputy Manager of the Zhangjiahe Gate Station Project of the Huaihe River Estuary Phase II Project, said.
As a major trans provincial water conservancy project, the ongoing Wusong River regulation project will become the third flood discharge outlet of the Taihu Lake, further improving the flood discharge capacity of the Taihu Lake, and at the same time, it will add a backbone drainage channel for Jiading and Baoshan districts in Shanghai, effectively relieving the pressure of urban waterlogging removal.
“We established a flood control command and leadership team before the start of construction, compiled the ‘Flood Control Plan’ and ‘Super Standard Flood Plan’, implemented the flood control and emergency rescue team and flood control materials, strengthened duty, and ensured construction safety”, Wei Hai, Deputy Director of Kunshan Water Engineering Construction Management Office, said.
Since the beginning of this year, the province’s water conservancy system has focused on promoting major projects, providing guidance services to areas with heavy construction tasks and weak construction management capabilities, helping grassroots solve construction difficulties, and ensuring construction progress. The latest data shows that as of the end of July, the investment in the construction of key water conservancy projects has reached 13.008 billion yuan, accounting for 72.3% of the annual task, with a year-on-year increase of 11 percentage points.
