Since the beginning of this year, Jiangsu has made continuous investment in major agricultural and rural projects, making every effort to start and construct new projects, further integrating financial, technological and other resource elements into the areas related to agriculture and rural areas and injecting new momentum into rural revitalization in various regions.
Since the beginning of summer vacation, Xiaonanwan Township in Binhu District, Wuxi City has witnessed increasingly lively study tour classrooms. Unlike traditional agricultural projects, parent-child study tour and leisure tourism are the main features of the Xiaonanwan project, which was officially put into operation this year.
The Xiaonanwan project is planned as a whole according to major project standards, and coordination has been made by departments such as agriculture and rural areas, natural resources, and finance to solve land and financial difficulties. As a result, the project has better planning and design, a wider range of business formats, and higher construction standards.
“When we were designing project products, we not only emphasized the economic value and ecological restoration value of agricultural industry development, but also placed special emphasis on aesthetic value, so many people came here to visit. In the first half of this year, we received 50000 to 60000 tourists with an income of over 1 million yuan”, Bao Yan, General Manager of Jiangsu Chenghe Township Chuang Construction Development Co., Ltd., said.
“Through the construction of major projects in rural areas, attention has been paid to the introduction of industries, which has led to a clearer direction for the improvement of industries, thus providing more diversified capital support for rural construction. The joint efforts of multiple parties have given rural sustainable development vitality”, Huang Huasheng, Deputy Director of Wuxi Agricultural and Rural Bureau, said.
In order to accelerate the intensive development of the health food industry, Xinghua County started the construction of the China Food Valley Zone B project at the beginning of this year.
Xinghua will invest 1 billion yuan to build 12 modern standard factories and one comprehensive building, which is expected to be officially delivered and put into use by the end of March next year.
“The construction of Zone B has made up for the shortcomings of Zone A in China Food Valley in terms of environmental protection facilities and business reception, which will be beneficial for us to attract headquarters enterprises to settle down and attract the gathering of high-end talents. At present, 5 companies have signed settlement agreements with more than a dozen companies waiting to settle down”, Wang Yong, Deputy Secretary of the Party Working Committee and Director of the Administration of Xinghua Economic Development Zone, said.
“The government provides certain benefits to enterprises in terms of factory buildings, which can be rent for free. The government provides certain support and offers more discounts for talent introduction in Zone B by providing better services. Therefore, we will rent another factory building in Zone B”, Jiang Liwen, HR Manager of Dingfu Food Technology (Jiangsu) Co., Ltd., said.
Statistics show that as of the end of July, 1020 major agricultural and rural projects in Jiangsu have started construction, with a total investment of 78 billion yuan, and one-third of the projects have a total investment of over 100 million yuan per unit.
“The planning of major projects is basically based on the endowment and characteristics of rural development factors, so it is often possible to gather and form characteristic industries, promote the upgrading of agricultural and rural industries. The strong chain extension and supplementation of the industrial chain can effectively integrate various rural resources, create an interconnectivity and interaction between social capital or urban-rural factors, and achieve comprehensive rural revitalization so as to promote Jiangsu's agricultural and rural modernization to be at the forefront of the country”, Lyu Meiye, Associate Researcher, Institute of Rural Development, Jiangsu Academy of Social Sciences, said.
