East China’s Jiangsu province will make every effort to cover 80% of villages and communities with medical insurance public services by the end of this year, the provincial health commission said recently.
Mr. Liu, from the Third Rural Group in Dongkan Town, Binhai County, was recently hospitalized in Shanghai for treatment of a stomach tumor by spending a total of over 90000 yuan.
According to past practice, his son must take leave to go to the county medical insurance center to go through the formalities for medical expense reimbursement. Mr. Liu was timely enough to be informed that the village had opened a medical insurance service window, so he submitted his medical record and invoice reimbursement application in the service hall.
“It takes too long to go to the county seat to complete the procedures. In the village, it only takes 5 minutes to reach the service hall, which is very convenient,” said Liu Changjiu, a villager from Rural Group 3 in Dongkan Town, Binhai County.
During the reimbursement application process, the medical insurance officer learned that Mr. Liu was going to undergo follow-up rehabilitation treatment at a local hospital. The insurance officer voluntarily proposed to handle the outpatient special disease identification business for him and promised to submit the relevant materials within 3 working days, and will inform the results as soon as possible.
“Uncle Liu's disease belongs to a special outpatient disease category. When given the disease identification, he can receive a higher proportion of reimbursement for subsequent treatment at our local hospital. Many villagers are not very familiar with the reimbursement policy, and when encountering similar situations, we will proactively remind them,” said Dai Honghong, Rural Medical Insurance Manager, Dongkan Town, Binhai County.
In recent years, Jiangsu has continued to promote the improvement of quality and efficiency of medical insurance public services. As of the end of 2022, the province had established 203 provincial-level demonstration sites and 1042 municipal demonstration sites, basically covering all townships and sub-districts.
“As of now, we have built over 11000 public service stations in villages or communities, covering 50% of the provincial total. We will strive to increase the coverage to over 80% by the end of this year,” said Xue Jianxiang, Director of Jiangsu Medical Insurance Fund Management Center.
