The 17th session of the Singapore-Jiangsu Cooperation Council was held in Singapore recently. Xin Changxing, Secretary of the CPC Jiangsu Provincial Committee, met with Teo Chee Hean, Senior Minister and Coordinating Minister for National Security of Singapore, Gan Kim Yong, Minister for Trade and Industry of Singapore and Indranee Rajah, Minister in the Prime Minister's Office, and Second Minister for Finance and National Development of Singapore. Xin Changxing also attended the 2023 Singapore-Jiangsu Open Innovation Cooperation Exchange Conference.
During the meeting, Teo Chee Hean pointed out that Singapore and China share a highly compatible development concept and have carried out extensive and in-depth friendly cooperation. As a major economic and educational province, Jiangsu plays an important role in promoting cooperation between the two countries. The visit of the Jiangsu delegation to Singapore fully demonstrates the high importance it attaches to deepening cooperation between the two sides under the new situation.
Teo Chee Hean hoped that both sides can further strengthen strategic docking, deepen practical cooperation, and better benefit the people of the two regions.

On the afternoon of October 9th, Xin Changxing and Indranee Rajah delivered speeches at the 17th session of the Singapore-Jiangsu Cooperation Council.
Xin Changxing said that President Xi Jinping and Prime Minister Lee Hsien Loong have opened a new chapter in the development of bilateral relations by jointly establishing a new positioning for a comprehensive and high-quality forward-looking partnership between China and Singapore.
As one of the governing units of the bilateral cooperation mechanism meeting between the two countries and the earliest province to establish a comprehensive provincial cooperation mechanism with Singapore, Jiangsu has the conditions, foundation, and ability to take the lead and demonstrate in implementing the important consensus between the leaders of the two countries.
At present, the cooperation between Singapore and Jiangsu has entered a period of rare historical opportunities. He hoped that both sides will continue to make good use of the mechanism of the Singapore-Jiangsu Cooperation Council, implement a new round of cooperation agreements, complement each other's strengths and work in the same direction, further strengthen economic and trade exchanges, promote the joint construction of "the Belt and Road", deepen scientific and technological innovation cooperation, promote green and low-carbon development, strengthen people-to-people exchanges, make greater contributions to enhancing the friendship between China and Singapore and jointly create a better future with more fruitful achievements.
Noting that cooperation between Singapore and Jiangsu in various fields with a good momentum and broad prospects, Indranee Rajah hoped to build on the profound friendship and solid foundation established over the years, seize new opportunities, unleash new potential, promote cooperation between the two sides to achieve more results, and inject new vitality into the development of a comprehensive and high-quality forward-looking partnership between Singapore and China.
Xin Changxing and Indranee Rajah carried out in-depth exchanges on expanding cooperation between Singapore and Jiangsu at a new starting point. He also expressed his gratitude to Singapore for their work in organizing this meeting.
The two sides discussed topics such as the joint construction of "the Belt and Road", scientific and technological innovation cooperation, and the development of Suzhou Industrial Park. Both parties signed the minutes of the board meeting and 16 cooperation agreements, including the Singapore Jiangsu Industrial Innovation Cooperation Project, the Kaide Nanjing Financial City Development Fund, and the China Singapore Green Cyberport.
Among senior officials delivering summary speeches were Fang Wei, vice governor of Jiangsu and vice director of the Jiangsu-Singapore cooperation council, and Koh Poh Koon, Senior Minister of State for Health and Human Resources of Singapore and Vice Director of the Jiangsu-Singapore Cooperation Council.
At the 2023 Singapore Jiangsu Open Innovation Cooperation and Exchange Conference, Xin Changxing delivered a keynote speech.
Xin Changxing reviewed the long-standing and special relationship between Jiangsu and Singapore, and introduced Jiangsu's natural, cultural, geographical, and latest development from three dimensions.
He said that Jiangsu is located at the intersection of "the Belt and Road", the Yangtze River Economic Belt and the Yangtze River Delta integrated development, making it an important gateway for China to connect with the world and embrace the world.
The Secretary of the Provincial Party Committee said that embarking on a new journey, we look forward to the scenarios that more Singaporean friends will choose Jiangsu as their investment destination so as to share the province’s complete industrial support, abundant human resources, convenient transportation and logistics, sufficient green electricity protection, and efficient government services and work together to create new miracles in the next 30 years.
Indranee Rajah said in her speech that the economic and trade cooperation between Singapore and Jiangsu is growing rapidly with strong resilience, and Jiangsu is an important investment destination for Singaporean enterprises. Singapore will work with Jiangsu to implement the latest cooperation plan, give full play to the role of Suzhou Industrial Park and Nanjing Ecological Technology Island as platforms, and help enterprises on both sides to find more opportunities for cooperation, achieve mutual benefit and more fruitful results.
During the visit to Singapore, the delegation had discussions with Jiangsu-invested enterprises in Singapore to understand their development situation, solicit opinions and suggestions, encourage them to broaden their global perspective, aim for world-class, and rely on Singapore's unique geographical advantages and hub functions to build a full chain cooperation model of talent cultivation and exchange, technology enterprise incubation, joint research and development, and industrial landing so as to boost the relationship and practical cooperation between China and Singapore to a new high.
