East China’s Jiangsu province has introduced the country’s first management measures for centralized construction of government-invested projects, according to a press conference held Tuesday in Nanjing by the provincial government.
The construction and organization of government-invested projects are directly related to the quality and investment efficiency of construction projects. The release of the "Measures" is an important measure to further promote the high-quality development of centralized construction of government investment projects in the province, making it of great significance to enhance the professional level of government investment project construction and management, improve investment efficiency, prevent construction risks, and incorporate centralized construction management into the legal track.
In 2017, Jiangsu took the lead in the country in carrying out innovative exploration and practice of centralized construction management of government investment projects by gradually promoting centralized construction in 13 prefecture level and county-level cities and achieving significant results. Since 2019, 131 provincial departments have approved projects with a total investment of 35.6 billion yuan, and 32 projects have been delivered for use.
“The ‘Measures’ stipulate that various non-operating housing construction projects such as new construction, expansion, and renovation, as well as municipal infrastructure construction projects that use budget allocated funds, are suitable for centralized construction, and specifically list the scope of government investment projects that implement centralized construction. In the next step, the housing and construction department will follow the official implementation opportunity of the provincial government's order, further promote the concentrated construction of provincial government investment projects, and assist in the high-quality development of the province's social and livelihood undertakings.,” said Wang Xuefeng, Director of the Jiangsu Provincial Department of Housing and Urban Rural Development.
