The draft of the Jiangsu Province Ecological Environment Protection Regulations was submitted for review at the 6th meeting of the Standing Committee of the 14th Provincial People's Congress.
Jiangsu will make every effort to establish a special chapter to regulate the promotion of green and low-carbon development, comprehensively implement the "dual carbon" strategy from the perspective of the rule of law, and better promote sustainable economic and social development.
The draft of the Jiangsu Province Ecological Environment Protection Regulations, a comprehensive regulation in the field of ecological environment protection in Jiangsu in the new era, aims to comprehensively regulate related work from the institutional level, and together with the special regulations on air, water, soil, and solid waste that have already been issued so as to have formed the ecological environment protection regulatory system of our province.
Jiangsu plans to draft innovative practices for promoting ecological security buffer zones and ecological island pilot zones by elevating a number of effective practices into regulations. In the meantime, Jiangsu will encourage the promotion of digital governance by requiring relevant departments to deepen the application of digital technologies such as artificial intelligence, big data, and the Internet of Things, in order to comprehensively improve the level of governance.
Jiangsu has made specific regulations to promote green and low-carbon development with a view to clarifying the rights and obligations of government departments, enterprises and institutions, and producers and operators in reducing greenhouse gas emissions, adopting differentiated pricing policies to guide resource and energy conservation, promoting carbon emission quota trading, green finance, and other aspects so as to promote through legal means the better implementation of carbon peak and carbon neutrality strategies.
