Doreen Chin-Huang was born in San Francisco and she studied psychology and special education. She served as an executive officer of UNESCO Office in Beijing and won the UNESCO "Peace Award". She retired in 2009 and chose to stay in China to support China's special education.

Doreen’s connection with children in Xuzhou Pengcheng Special Education School has lasted for over ten years. In 2001, the school was still located in a dangerous building which will face demolition soon. The children's innocence touched Doreen and strengthened her determination to help them rebuild the school.

Doreen managed to raise more than two million yuan (US$0.32 million) to build the 1,440-square-meter new building for the school. She also invited experts from the United States, Hong Kong and Taiwan region to train 20 special education teachers in Xuzhou. Over the past decade, Doreen has been raising funds from various sources. In each semester, more than 20 students from needy families will receive tuition reduction and waiver.

In 2010, Doreen was appointed as the honorary president and foreign language teacher of Xuzhou Pengcheng Special Education School. She has actively carried out language and cultural trainings for the school and contributed greatly to budget management, human resource management, integration of international resources, fund raising and project operation of the school. She has also increased and expanded the resources and financial assistance from the international community.

In 2012, Doreen received "China Friendship Award".
