The Jiangsu delegation to the first session of the 13th NPC held separate plenary sessions and panel meetings on Thursday to review the State Council's report on the implementation of the national economic and social development plan for 2017, the draft plan for national economic and social development for 2018, the State Council's proposal on 2017 Annual Central and Local Budget Implementation Report and 2018 Draft Central and Local Budget Report.
Lou Qinjian, head of the Jiangsu delegation, secretary of the provincial party committee, and chairman of the Provincial People's Congress attended the meeting. The plenary session was chaired by Wu Zhenglong, deputy head of the delegation, deputy secretary of the Provincial Party Committee, and the Provincial Governor.
The deputies unanimously endorsed the two reports. They thought that the plan report and budget report carried forward the Xi Jinping Thought on socialism with Chinese characteristics for a new era and embodied the spirit of the 19th CPC National Congress and the Central Economic Work Conference by closely following the major social contradictions and high-quality development in the country and focusing on the new requirements and many policy measures for advancing structural reforms on the supply side, rejuvenating the real economy, coordinating regional development, and ensuring the improvement of people's livelihood.
They proposed that the government increase the financial support for local high-quality colleges and universities, in particular, giving support to world-class academic disciplines and universities with comprehensive strength, introduce top scientific and technological talents from home and abroad so as to cater to the country’s strategic needs and take the initiative to undertake major national science and technology projects.
When attending the Guangdong delegation's deliberation, General Secretary Xi Jinping emphasized that rural development and urbanization should complement each other and complement each other.
The deputies argued that more efforts should be made to provide loans to farmers for starting up innovative businesses, increase support for the development of the agricultural industry, and continue to promote high-quality modern agriculture so as to increase the farmers’ income and write a new chapter in the rural revitalization in the new era.
Ji Bingxuan, member of the 19th CPC Central Committee and vice chairman of the 12th NPC, was present at the meeting.
Minister of Finance Xiao Jie also joined the deliberation.
The deputies also put forward suggestions on strengthening the financial support to people's livelihood such as poverty alleviation and pollution prevention and control and taking more effective measures to strictly control the debt risk of local governments.
