The First Plenary Session of the 13th CPPCC National Committee held its second press conference Thursday afternoon in Beijing.
Qian Yingyi, member of the CPPCC National Committee and vice chairman of the All-China Federation of Industry and Commerce and Dean of the School of Economics and Management of Tsinghua University, said when taking the questions from reporters that the economic growth target should be set at 6.5%, which is lower than the growth rate of 6.9% last year.
Qian Yingyi, CPPCC member：The 19th CPC National Congress set a shift from rapid growth to high-quality development. This is a strategic shift. Therefore, my understanding is that the target for this year will be set at 6.5%, 0.4 percentage points lower than the actual growth last year. This is because there is room for change. A change in the transition from rapid growth to high quality development is very significant.
When answering questions on how to ensure stability and making progress, achieving stable economic performance, and whether the steady progress for improvement means an inevitable problem of slowing economic growth, Yang Weimin, deputy director of the CPPCC National Committee and the Central Financial and Financial Leadership Group Office, said that making progress while maintaining stability must be grasped as a whole and avoid making premature advances and remain inactive by doing nothing.
Yang Weimin, CPPCC member：Compared with amount-based expansion stage, in the stage of quality promotion, the declining of the growth rate may be an inevitable trend and the inevitable law. We should maintain a peaceful attitude and continue our efforts in the general direction of high-quality development. I think this is the essence of making progress while maintaining stability.
A reporter raised the issue of hollowing out the rural population and boosting the industry. Chen Xiaohua, member of the CPPCC National Committee and former vice minister of agriculture, said that the key to rejuvenating the country lies in people.
Chen Xiaojiang, CPPCC member：One is to rely on retention, that is, we must vigorously cultivate local talents, especially wealth-making leaders and practical talents in rural areas. On the other hand, relying on quotation means that various policies should be adopted to bring back the able-handed people back to the countryside.
