Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, went on an inspection tour Tuesday and Wednesday to industrial parks and enterprises in Xuzhou city where he called for strengthened efforts to help with the re-examination of the environmental protection measures by the central environmental inspection team.
Lou Qinjian visited the Stone Solidification Co., Ltd. in Longgu Industrial Park, Pei County where he inspected the implementation of the rectification measures. The industrial park is a salt chemical and coal coking industry cluster area where more than 10 enterprises have been settled and put into operation.
In August 2016, the central environmental inspection team passed on two letters of petition concerning the pollution caused by five enterprises in the park.
Lou asked relevant departments to intensify the day-to-day inspections on the issues that the people have complained about, strengthen the implementation of responsibilities, and prevent the recurrence of pollution incidences.
He stressed that all industrial parks should be guided by new development concepts, strict environmental protection standards and safety standards while enterprises that have settled in the park recently must raise the access threshold, make scientific layout, and pay attention to solving existing problems so as to enforce stricter standards to fuel industrial transformation and upgrading. Measures must be taken to shut down enterprises that have failed to meet the environmental protection standards before the deadlines.
Xuzhou Longshan Coking Co., Ltd. is a large-scale energy company integrating coal preparation, coking, and gas deep processing. In July 2016, due to incomplete availability of licenses, the Central Environmental Protection Inspectorate listed it as an illegal construction coking project.
The CPC Provincial Chief hoped that the company will adjust and optimize its development plan based on the previous rectification, and optimize its corporate development plan for better achievements by taking into consideration its relocation to the suburban area.
Lou Qinjian also asked relevant parties to deepen the "263" special action plan by focusing on steel, cement, coking, thermal power and other industries to promote the transformation and withdrawal of related companies.
The 263 Action Plan should be used as an important starting point for the implementation of the central government's requirements for the deployment of ecological environmental protection and the promotion of ecological and environmental protection in the province, the meeting said. The 263 Action Plan is a key initiative to fight against environmental pollution, which includes subthemes like coal consumption reduction, the reduction of backward production capacity, hazardous waste governance and VOC governance.
When inspecting the drinking water source in the west of the Weishan Lake, the CPC Provincial chief observed water quality at the scene and listened to briefings on the marking-off of protection areas, protection measures and coordination mechanisms with the surrounding areas. He emphasized that cherishing resources is to cherish the future so that plans must be further improved, strict measures must be taken, and inspectors must be strengthened so as to practice the development concept that green mountains are the gold and silver mines.
During his inspection tour, Lou emphasized again that we must fully recognize the urgency of solving environmental problems, adhere to the people-centered development philosophy, and be determined to be responsible for history, responsible for future generations, and responsible for long-term development so as to win the fight against pollution.
He said in the process of rectification, we must strengthen systematic thinking, pay attention to the treatment of both the symptoms and the root cause, integrate development with the actual conditions, and advance the structural upgrade and layout adjustment of the industry by treating pollution prevention and control as a major opportunity for development and transformation so as to prioritize ecological and green development in the province’s high-quality development.

The central government launched its first round of national environmental inspections in December 2015 after decades of growth left the country saddled with problems such as smog and contaminated soil. During the inspections into seven provincial areas, China held over 4,660 officials accountable for poor environmental protection work.
