Jiangsu Province will make it easier for as many market entities as possible to make inroads into the elderly care service system and cultivate a group of innovative aged care service enterprises.
Jiangsu has revolutionized the operation models of nursery homes in a bid to encourage more private enterprises to invest in elderly care services.
Jiangsu now registers 1226 private elderly care homes with a total of 398700 beds, accounting for 62.3% of the provincial total.
In terms of improving the quality of aged care services, the province will adhere to multi-level diversification to guarantee basic needs, concentrate resources for the provision of services for disabled and semi-disabled elders, introduce private sector to provide medium and high-end aged care services, and step up efforts for home-based elderly care with the community supported by the organization, supplemented by the institution, and combined with medical care to form a systematic supply chain for the aged care service.
The executive meeting of the State Council has decided to cancel the license system for the establishment of the old-age care homes. The new regulation will be formally implemented after the revision of the Law on the Protection of the Rights and Interests of the Elderly. By then, more social forces will enter the field of aged care services.
Jiangsu will strengthen the comprehensive supervision of old-age services, implement the evaluation system of pension service and the classification of pensions, promote the standardization of old-age services, strengthen the construction of industry credit system, and form a three-dimensional supervision mechanism.
China will usher in the second peak of the elderly population growth after 2022 with the average annual growth expected to be 11 million, according to the Intelligent Elderly Care Blue Book: China’s Intelligent Elderly Care Industry Development Report for 2018 that was released recently.
The Blue Book predicts that by the end of the 13th Five-Year Plan period, the number of elderly people over the age of 60 will increase to around 255 million, accounting for about 17.8% of the total population, and the old-age dependency ratio will increase to about 28%.
The first peak of the elderly population growth in China will end around 2018, with an average annual growth of 8.4 million. The country will usher in the second peak of the elderly population growth after 2022 with an average annual growth rate of 11 million.
