Jiangsu to further regulate chemical industry park

  East China’s Jiangsu province will step up its efforts to make further regulations over chemical industry parks in a bid to effectively improve ecological environment, according a guideline on the rectification of chemical industry parks released by the general office of the provincial government.

  According to the guideline, Jiangsu will spare no efforts to ensure that the environmental protection infrastructure and pollutant discharge in the chemical park are fully up to standard, the pollution water body section in the park is stable and the concentration of atmospheric pollutants in the park boundary monitoring point is up to standard.

  Risk management and control will be imposed over the land of chemical parks that has been closed and relocated, and all hazardous wastes will be safely disposed of to ensure that the environmental performance evaluation of the park will reach 80 points or above.

  The "Opinions" has not only clarified the targets of pollutant collection, disposal, and monitoring, but also refined the criteria for project access and environmental performance evaluation.

  According to the "Opinions", Jiangsu will prohibit the construction of new chemical parks or concentrated chemical areas and chemical plants within 1 km of the main stream of the Yangtze River and the main tributary shoreline on the basis of strict implementation of the ecological protection red line, environmental quality bottom line, resource utilization line and environmental access list.

  Investigation and evaluation, risk management and control, and restoration and repair will be carried out over contaminated land plots where chemical plants have been closed and relocated so as to prevent contaminated land plots that are unsuitable for development from re-entering the market.

  The "Opinions" stipulate that in the 2019 annual assessment, the government will issue early warnings to the chemical parks with scores below 70 points by implementing regional restrictions, and suspending project approvals other than those concerning people's livelihood and environmental protection infrastructure. In the 2020 annual assessment, no chemical plants will be approved for the parks with a score below 80 points.

  Violators will be held accountable and punished according to the law, the Opinions said.
