East China’s Jiangsu province recently issued the Implementation Opinions on Deepening the Development of Poverty Alleviation and Win the Fight against Poverty, according to a press conference held by the provincial government Wednesday morning in Nanjing.
The Opinions have deployed 12 key tasks for consumer-based poverty alleviation, involving stimulating broad participation of all sectors of society, broadening the circulation and sales channels of agricultural products, improving the supply and quality of agricultural products, and accelerating the development of rural tourism.
The Opinions calls for strengthening the leading role of reform and innovation through various innovative carriers such as e-commerce, as well as new consumption patterns such as subscription and experience, so as to promote the effective docking of poverty alleviation products and the market.
In addition, the Opinions clearly require all localities to focus on the direct supply and direct sales to canteens in underdeveloped areas, support the establishment of long-term and stable supply and marketing relations between the counties and underdeveloped areas, and encourage enterprises to invest in the underdeveloped areas to set up deep processing bases for agricultural products. Efforts should be made to improve the quality and safety standardization system for agricultural products in underdeveloped regions, enhance the scale of agricultural product supply, and bring into play the brand effect of specialty agricultural products.
The Opinions urged the regional governments to focus on improving planning and design, infrastructure, and strengthening service guidance so as to vigorously promote the upgrading of rural tourism in the underdeveloped areas.
In the next stage, the province will also promote poverty alleviation through promotion of industry, employment, social security, compulsory education, basic medical care, and housing security to ensure that 600,000 needy people placed on file will be lifted out of poverty, 97 underdeveloped villages and 12 counties or districts on the poverty alleviation list will shake off poverty for the realization of a comprehensively well-off society in an all-round way.
