Jiangsu Development Forum kicks off 36th session

The 36th session of the Jiangsu Development Forum was held at Nanjing University last Thursday with the theme of Regional Development of the Yangtze River Delta and the Role of Jiangsu. Present at the session were Lou Qinjian, Secretary of the Provincial Party Committee, and Huang Lixin, Chairwoman of the Provincial CPPCC.

Experts and scholars focus on the development of regional integration in the Yangtze River Delta, and contributed ideas on how Jiangsu can take advantage of opportunities.

Fan Hengshan, former deputy secretary-general of the National Development and Reform Commission, pointed out that Jiangsu should seize the opportunity, use its skills, give full play to its comparative advantages, gather innovative resources, and promote high-quality development in the integrated development of the Yangtze River Delta.

Shi Jinchuan, dean of the Institute of Finance of Zhejiang University, suggested that financial technology city cluster of the Yangtze River Delta should be jointly built to better play the role of financial services in the real economy.

Zhang Xueliang, executive director of the Yangtze River Delta and Yangtze River Economic Belt Development Research Institute of Shanghai University of Finance and Economics, proposed that Jiangsu should continue to play and strengthen the county-level economy, create a corridor economy, a metropolitan economy, a new enclave economy, and play a bigger role in building strong and active growth poles.

Liu Zhibiao, dean of the Yangtze River Industrial Economic Research Institute of Nanjing University, suggested strengthening the economic status of Nanjing in the northwest wing center of the Yangtze River Delta. The construction of the national independent innovation demonstration zone in southern Jiangsu should have more substantive actions to build a high-tech zone based on ecological economy, he said.

Xu Kangning, chief professor of Southeast University, believes that in the new pattern of efforts to form a high level of openness to the outside world, it is important to promote the Yangtze River Delta region as a global innovation space and Jiangsu to be at the forefront of regional development in industrial innovation and opening up.

Jiang Fuxin, dean of the Institute of Innovation and Economics of Nanjing Normal University, proposed to establish a scientific alliance in the Yangtze River Delta so as to build a highland and original innovation source for basic research in China and promote the high-quality development of the Yangtze River Delta.

Fan Conglai, director of the Yangtze River Delta Development Research Center of Nanjing University, suggested that Nanjing should be built into the growth pole in the west of the delta region so as to realize the overall development of the regional integration of the Yangtze River Delta.

Xia Jinwen, dean of the Provincial Academy of Social Sciences, pointed out that Jiangsu should implement the central decision-making arrangements and also stress and shoulder the burden of self-improvement, focus on national strategic planning and integrated practices across the province.

Hong Yinxing, former party secretary of Nanjing University, believes that the core of the core area of the Yangtze River Delta rests with technological innovation so as to make the Yangtze River core bigger and stronger, and to build the Shanghai-Nanjing-Hangzhou Science and Technology Innovation Center.

Lou Qinjian expressed his gratitude to the participants for providing useful reference for the scientific decision-making of the provincial party committee and the provincial government. He said that Jiangsu is an important member of the Yangtze River Delta and it is important for Jiangsu to come to the awareness of implementing the important instructions of General Secretary Xi Jinping and implement the National Planning Outline so as to better promote the development of the Yangtze River Delta.

He said we must understand the significance of advancing the national strategy of promoting the integration of the Yangtze River Delta from the perspectives of world economic development trends, technological changes and social progress, the inherent laws of industrial development, and the strategic layout of China's regional development, so as to fully recognize the role of the Yangtze River Delta as China's economic development as one of the most active, open and most innovative regions.

The CPC Provincial chief noted that Jiangsu is fully qualified and capable of building a strong and active growth pole through integrated development, accelerating the construction of an industrial chain and industrial system that is independently controllable from production, technology, market, resources and energy so as to be in line with other national strategies and spearhead the country's high-quality development.

Lou Qinjian exchanged his views with the experts on the integration of the Yangtze River Delta and analyzed the opportunities Jiangsu is faced with.

He pointed out that the three provinces and one municipality in the delta region have reached a consensus that the integration of the Yangtze River Delta is the integration of commonality and individuality, the integration of cooperation and competition, and the integration of agglomeration and radiation.

This consensus will bring many new opportunities for key core technology breakthroughs, industrial system cooperation, infrastructure interconnection, public service construction and sharing, resource factor allocation and circulation, and the development of northern Jiangsu and coastal areas, which will help us to make up for our shortcomings, he said.

It is conducive to allocating resources on a larger scale, maximizing benefits, facilitating the use of platforms and channels in the Yangtze River Delta, and promoting regional coordinated development at a higher level, he added.

Lou stressed that Jiangsu's integration into the Yangtze River Delta should strengthen systematic research, scientifically determine the target orientation, and further study how the dynamic mechanism is established, what are the boundary constraints, and how to seize the opportunity.

The CPC Provincial chief hoped that experts and scholars will carry out more comprehensive studies on the construction of the Belt and Road as a meeting point in Jiangsu, the construction of the national independent innovation demonstration zone in southern Jiangsu, the integration of the North Jiangsu and the coastal areas into the Yangtze River Delta, and the construction of the Yangtze River Delta ecological green integration development zone so as to help Jiangsu play a greater role in the regional integrated development of the Yangtze River Delta.
