Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, called for the provincial members of the CPPCC to boost their role as political advisors so as to improve their work in political consultation, democratic oversight and participation in and deliberation of State affairs.
Lou made the remarks at a meeting held Monday in Nanjing to convey the important spirit of the speech made by General Secretary Xi Jinping at an event marking the 70th anniversary of the CPPCC in Beijing last month.
Lou Qinjian, Provincial Party Secretary, attended the meeting. Wu Zhenglong, deputy secretary of the provincial party committee and governor, presided over the meeting.
Huang Lixin, chairwoman of the provincial CPPCC, and Ren Zhenhe, deputy secretary of the provincial party committee, attended the meeting.
Lou Qinjian pointed out that General Secretary Xi Jinping’s important speech has scientifically answered a series of major theoretical and practical issues concerning the development of the CPPCC’s cause, and elevated the regularity of our party’s work on the CPPCC work to a new realm so as to strengthen and improve the work of the CPPCC for the new era and point out the direction and provide fundamental follow-up.
He urged the province to profoundly understand the status and important role of the CPPCC from the height of history, politics, overall situation and mission under the guidance of Xi Jinping's new era of socialism with Chinese characteristics, combined with the reality of Jiangsu's development and the actual work of the CPPCC.
We must closely follow the series of new requirements of the party for the work of the CPPCC since the 18th National Congress, the overall requirements for strengthening and improving the work of the CPPCC in the new era, the key work of the CPPCC in the current and future period, understanding the spiritual essence, grasping the essence， uniting ideological actions to promote the work of the CPPCC towards new achievements, said the CPC provincial chief.
Lou Qinjian pointed out that over the past 70 years under the leadership of the Communist Party of China, the CPPCC has actively participated in the great practice of building a new China, exploring the road to reform, and realizing the Chinese dream.
He said the Jiangsu provincial Political Consultative Conference, along with the establishment of the new China and the development of Jiangsu, has made important contributions to the province's construction, development, and reform and opening up.
The meeting also stressed strengthening the Party's consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core and keep in alignment from the political height of safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping as the core.
Lou Qinjian pointed out that the work of the CPPCC in the new era must be carried out by demonstrating the institutional advantages of socialist deliberative democracy, creating a good atmosphere, enhancing the effectiveness of consultations, improving institutional mechanisms, and utilizing the advantages of democratic centralism so that the CPPCC plays a better role as a specialized consultative body.
The CPC provincial chief urged the province to give full play to the leading role of the CPPCC party group in guiding the work of the CPPCC, strengthen the party building of the CPPCC system, and give greater support to the CPPCC to carry out its work, give full play to the important role of the CPPCC, pool the wisdom of the people, increase consensus and build up synergy and strive to create new situations at high quality level in Jiangsu.
Wu Zhenglong demanded more efforts to uphold and strengthen the party's overall leadership over the work of the CPPCC. Governments at all levels and relevant departments should strengthen the ties and cooperation with the CPPCC, and strive to create a new situation in the cause of the Jiangsu CPPCC in the new era.
The CPPCC, a distinctively Chinese political institution, is a major channel for socialist consultative democracy as a part of the system of multiparty cooperation and political consultation led by the CPC — a new type of system for political parties in China.
On Sept 21, 1949, more than 600 representatives from across the country attended the first plenary session of the CPPCC, starting the consultative democracy led by the CPC.
Over decades, the CPPCC has improved the content and forms of consultation and deliberation to build consensus and promote unity, strengthened democratic oversight and focused on the implementation of major principles, policies, decisions and plans of the Party and the State.
