The State Council, China’s cabinet, has sent an inspection and supervision team to Jiangsu to see to it that workplace safety is strictly implemented in Jiangsu through the launch of special programs. A mobilization meeting on workplace safety promotion was held Tuesday in Nanjing.
Huang Ming, head of the inspection and supervision team and Party Secretary of the Ministry of Emergency Management, met with leading officials of the CPC Jiangsu Provincial Committee and the Provincial Government.
Huang Ming addressed the meeting to put forth detailed requirements for the inspection and the launch of special programs to address workplace safety.
Lou Qinjian, secretary of the CPC Jiangsu Provincial Committee, also delivered a speech at the meeting.
Governor Wu Zhenglong presided over the meeting.
Sun Huashan, executive deputy head of the inspection team and Vice Minister of Emergency Management, attended the meeting.
Huang Ming remarked that the CPC Central Committee with Xi Jinping as the core has attached great importance to workplace safety, adding that General Secretary Xi Jinping has made a series of important instructions on workplace safety since the 18th National Congress of the CPC.
The launch of special programs to address workplace safety should be carried out in accordance with the Xi Jinping Thought on socialism with Chinese characteristics for a new era and General Secretary Xi Jinping’s important instructions on workplace safety, he added.
He stressed that the special programs to address workplace safety is an important political task entrusted to us by the CPC Central Committee and the State Council and also a supervision on workplace safety in Jiangsu from the height of politics and responsibility.
Huang called on the province to take serious attitudes toward the supervision with the sense of political integrity by staying true to the Party’s founding mission and see to it that the General Secretary’s important instructions on workplace safety is implemented from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping as the core.
Huang Ming reiterated that the special programs to address workplace safety should be promoted with problem-oriented approaches by highlighting major issues and making overall regulation so as to strike a balance between comprehensive supervision and industrial supervision.
The comprehensive supervision should focus on the concept and rule of workplace safety and law enforcement while the industrial supervision will target protruding problems in the treatment of hazardous chemicals, industrial and mining operation, retail and wholesale, transportation, building construction and urban gas facilities and fire prevention and fighting, according to the Huang Ming, who is also vice minister of emergency management.
It is hoped that major progress will be made in the following year by improving safety red line awareness, risk prevention and control effectiveness, safety management capabilities, accident prevention effects, and safety governance, he said.
According to Huang Ming, the special programs to address workplace safety will be carried out in three phases lasting from November to the same month the next year.
Lou Qinjian said at the meeting that the inspection and supervision on workplace safety in Jiangsu is typical of the concerns the CPC Central Committee and the State Council have shown towards Jiangsu.
He demanded that more efforts should be made to understand General Secretary Xi Jinping’s important instructions on workplace safety and the importance of making safety the top priority during production from the political height of strengthening the four consciousnesses and the four self-confidences, safeguarding the authority of the CPC Central Committee and getting united around the centralized and unified leadership the CPC Central Committee with Comrade Xi Jinping as the core.
The Ministry of Emergency Management launched a three-month, nationwide work safety campaign on Nov 23 to target problems in major industries such as the production of dangerous chemicals.
Though the number of work safety accidents, including large and major ones, has fallen this year, work safety issues are still severe and complicated, the ministry said in a document announcing the campaign.
The campaign will focus on the production of dangerous chemicals and aims to rectify problems in the work safety accountability system and the identification of potential hazards, and further crack down on acts that violate the law, the document said.
Local governments and relevant departments should be responsible for assessing the potential risks in workplaces, and punish those who violate the law and enterprises that lack credibility.
In the document, the ministry also called for measures to establish long-term mechanisms that enable self-inspections of potential risks and problems in work safety procedures to ensure the safety of lives and property.
Moreover, it urged local authorities to improve rectifications in the safety of coal mines, fire controls, transportation, construction, urban gas supply and the production of fireworks.
It also stressed that local authorities should open hotlines and encourage the public, especially staff members of related enterprises and their relatives, to report major safety risks and illegal acts.
The Workplace Safety Committee of the State Council will organize inspection groups to scrutinize major industries involved, and it will include enforcement of the campaign in provincial authorities' performance assessments.
