A Party and government delegation from east China’s Jiangsu province went on an inspection tour to south China’s Guangdong province from November 26th to 29th. This is an important measure Jiangsu has made for its high-quality development by carrying out in-depth study and implementation of the Xi Jinping Thought on socialism with Chinese characteristics for a new era, further emancipating the mind, making pioneering and innovating efforts and promoting the implementation of new development concepts.
At a symposium held on Nov 27th, Li Xi, secretary of the CPC Guangdong Provincial Committee, and Li Qiang, his counterpart in Jiangsu, delivered speeches.
Ma Xingrui, Deputy Secretary of Guangdong Provincial Party Committee and Governor, and Ren Zhenhe, Deputy Secretary of Jiangsu Provincial Party Committee, gave a brief introduction to the economic and social development of the two provinces.
On behalf of the Guangdong Provincial Party Committee and the Provincial Government, Li Xi expressed his gratitude to Jiangsu for its long-term support for the social and economic development in Guangdong.
Li said that Guangdong is advancing the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and supporting Shenzhen in its efforts to build a pilot demonstration area of socialism with Chinese characteristics by implementing the spirit of the important speeches and instructions of the Fourth Plenary Session of the 19th Central Committee of the CPC and General Secretary Xi Jinping on the work in Guangdong.
He hoped that Guangdong will further strengthen the exchanges and cooperation with Jiangsu and continuously improve the quality and level of cooperation, strengthen the exchange and cooperation of major national strategies such as the development of the Yangtze River Economic Belt, the integrated development of the Yangtze River Delta, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, and the Shenzhen Pilot Demonstration Zone Construction so as to jointly seize major historical opportunities to promote coordinated regional development.
The CPC Guangdong Provincial Chief hoped that more efforts will be made to strengthen exchanges and cooperation in high-quality development and promote the coordination and cooperation in industrial construction, scientific and technological innovation, green development, culture and education so as to jointly implement new development concepts.
Li Xi also hoped that both sides would strengthen the exchanges and cooperation in comprehensively deepening reform and opening up, and learn from each other's experience in the construction of free trade pilot zones, deepening government function transformation reforms, "digital government" construction, negative list management, easing market access, and protecting intellectual property rights, and share opening-up resources and jointly enhance the level of foreign cooperation.
On behalf of the Provincial Party Committee and the Provincial Government, Lou Qinjian thanked Guangdong for its long-term support for Jiangsu's work, adding that Jiangsu has always taken Guangdong as a reference sample and a learning benchmark while strengthening its cooperation with Guangdong.
He said since the 19th CPC National Congress, Jiangsu has carried out comprehensive study and implementation of the Xi Jinping Thought on socialism with Chinese characteristics for a new era, comprehended the spirit of the General Secretary ’s series of important speeches on the work in Jiangsu, boosted the emancipation of the mind, unified the mindset, implemented the new development concept, and made unswerving determination to promote high-quality development and advance the construction of new Jiangsu.
It requires continuous learning and improvement to implement the spirit of the Fourth Plenary Session of the 19th CPC Central Committee and further accelerate the pace of structural adjustment and transformation and development, he said.
Lou Qinjian noted that Jiangsu will learn from the fresh experience of Guangdong's implementation of new development concepts, strengthen the governance system and modernization of governance capabilities, support Shenzhen in its efforts to build a pilot socialist demonstration zone with Chinese characteristics, and learn from the fresh experiences in constructing the entire industry chain around the leading industries so as to promote industrial transformation and upgrading, and boost the development of Jiangsu to a new level.
The CPC Jiangsu Provincial chief said Jiangsu will comprehensively strengthen its cooperation with Guangdong in implementing major national strategies, promoting high-quality development, and deepening reform and opening up so as to promote high-quality development with high-quality cooperation.
Headed by Lou Qinjian, the Jiangsu Party and government delegation went on an inspection tour to Guangzhou, Dongguan and Shenzhen.
The delegation watched the demonstration of the Guangdong Provincial mobile government service platform, and learned about the practices and results of Guangdong’s reform and integration to improve the government’s information capabilities, break the information island, and build a “digital government”.
They inspected the Pipazhou Artificial Intelligence and Digital Economy Pilot Zone in Guangzhou, and experienced the strong atmosphere of innovation and entrepreneurship.
They were briefed on the practice of Guangzhou to promote urban renewal and ecological environment management, and build the country’s largest wetland park in the central area of a mega city.
When visiting Dongguan, a county level city in Guangdong, the Jiangsu delegation visited the Songshan Lake Huawei Park and Huawei South Factory, as well as China Spallation Neutron Source to learn about the process, practices and remarkable results of Dongguan's promotion of transformation and upgrading and the formation of many emerging industrial clusters.
During the visit to Shenzhen, the Jiangsu delegation was profoundly impressed by the achievements Shenzhen has made in the promotion of the construction of a pilot demonstration zone of socialism with Chinese characteristics, in particular by the Qianhai Shekou Free Trade Zone that has achieved a leapfrog development in just five years by relying on institutional innovation.
