New regulation makes helmet mandatory for e-bicycle riders

All e-bicycle riders across Jiangsu province must wear helmets as a regional regulation on the safety of e-bikes will take effect on July 1st in accordance with a national security guideline issued by the Ministry of Public Security in May and took effect on June 1. 

The new rule, adopted at the 16th meeting of the 13th Provincial People's Congress Standing Committee, will be enforced throughout the province by promoting the policy and raising safety awareness among local e-bike riders. 

Wang Yanwen, vice chairwoman of the provincial people’s congress, asked regional governments to strengthen the publicity of the regulation for the implementation of the regulations so as to effectively translate the advantages of laws and regulations into the governance effectiveness of electric bicycles.

Vice Governor Liu Yang made specific requirements for the implementation of the regulation for the concern of people’s safety.

Police officers in Jiangsu have informed riders on how helmets can minimize injuries in accidents. 

The police are also promoting it among the deliverymen and couriers, most of whom ride e-bicycles, by contacting the associations of related companies to enforce the regulation.

The traffic police will advocate residents wearing helmets to form a social consensus, but has not worked out related punishment if anyone is caught without a helmet after July 1.

Fines will only be imposed on people riding motorcycles without helmets-not those riding electric bikes-in a nationwide campaign starting on June 1, the Ministry of Public Security's Traffic Management Bureau announced on Thursday.

That could put an end to hikes in electric bicycle helmet prices that started this week in many parts of the country.

The bureau said electric bike riders and passengers who don't wear helmets will not be fined, but helmet safety promotions will be carried out nationwide. Motorcycle riders who don't wear helmets could face fines of up to 200 yuan.
